- This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), �Only one responsible source and no other supplies or services will satisfy agency requirements.� The United States Army Corps of Engineers (USACE) Baltimore District (NAB), intends to solicit and award a Firm-Fixed-Price Sole Source Contract to EARTH RESOURCES TECHNOLOGY, INC. to provide Site-Wide Community Outreach Support, Spring Valley Formerly Used Defense Site, Washington, D.C. EARTH RESOURCES TECHNOLOGY, INC. has worked on the project and provided the required services for a 15 year period. Contractor personnel assigned have been working multiple years on the task and are well versed in the requirements of the work. They understand the complexities involved in conducting highly technical munitions recovery work in a residential setting and simultaneously assuring and dealing with private landowner concerns. In general terms, the task order consists of providing Community Outreach Support during current Remedial Action phases and through project close-out. This will include, but is not limited to, completion of the 4825 Glenbrook remediation (site restoration and final close-out anticipated by December 2021), Proposed Plan and Decision Document preparation/community outreach assistance for groundwater investigations, conduct initial steps and provide ongoing support through completion for geophysical investigation and anomaly removal at approximately 100 private residences, and ongoing investigation and remediation of the American University former Public Safety Building. The USACE requires a Community Outreach Contractor who can provide outreach support to a project site 650 acres in size with up to 1,250 private property owners and commercial/business entities.� Contractor needs to be capable of understanding complex environmental and munitions remediation processes in order to communicate effectively with property owners and explain complex issues in clear and simple terms such that the property owners understand the Government�s proposed efforts and ongoing activities. While the primary focus of Contractor effort and responsibility will be outreach, assigned Contractor personnel must have sufficient technical background and understanding to work effectively and communicate clearly with dozens of highly technical specialists, engineers, and scientists who work on the project for the Government. This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approved Justification and Approval, (J&A) for this procurement will be posted following the closure of this Notice.
