N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. The period of performance - The single contract will be awarded and will include a period of performance will tentatively be for 1 year. All inspections/assessments of deciduous/broad leaf tress shall be performed when leaves are present (leaf-on). In compliance with FAR 22.1002-1, Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. Under 41 U.S.C.6707(d), service contracts may not exceed 5 years. The solicitation subsequent to this announcement may be canceled at any time. Complete solicitation and attachments will be posted on or about July 14th, 2021. Project Description Harpers Ferry National Historical Park (HAFE) was established in 1944 to �be a public national memorial commemorating historical events at or near Harpers Ferry�. Located at the confluence of the Shenandoah and Potomac Rivers, the park contains 3,645 acres of riparian habitats, floodplains, agricultural fields, geologic exposures, developed areas and upland forests. The forested areas routinely require tree felling, pruning and other landscape management services due to stresses from pests and climate change. The areas that generally require tree felling and pruning are along trails and places with high visitation, along with cultural resource features that require delicate care and along the park boundary where trees can threaten neighboring structures. There are 22 miles of trail that are connected to the Appalachian Trail system and encompass areas in three states: i.e. West Virginia, Virginia, and Maryland. Due to stressors like the Emerald Ash Borer, Gypsy Moth, drought, climate change and others, numerous hardwood trees are dead in place and pose a risk to the safety of visitors and staff along the trails. The park has 50 miles of boundary that consists mainly of dense forest. Dead and dying trees pose a hazard to neighboring property owners. Vehicular access is restricted to the trail heads and access points only and parking along the trails is prohibited. The terrain in most areas is steep, rocky, undeveloped and often wet. Up to two miles of hiking may be required at some locations to perform work. The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination and equipment incidental to and necessary to execute safe full spectrum tree assessment operations and tagging in and around the work location areas. Task 1: Develop Tree Risk Assessment Criteria for all areas. Task 2: Perform Tree Risk Assessment utilizing the criteria developed in Task 1 for all areas identified. Task 3: Deliver final tree risk report / briefing to park management team. 17) Set-aside Status. The requirement is 100% set-aside for small business. The applicable NAICS is 561730 and the business size standard is $8 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. 18) The location is Harpers Ferry National Historical Park within Loudoun County, Virginia, Jefferson County, West Virginia, and Washington County, Maryland.
