- Description
- This scope of work covers services that will be needed to support the GOI in the Project Development phase of the Indonesia compact development process, and to continue the work of project development and refinement up to and beyond the EIF of the compact, as needed.� MCC is looking for a contractor that can clearly demonstrate experience in i) analyzing the constraints to financial intermediation for infrastructure investment in Indonesia; and ii) developing appropriate responses that take into account the crowded donor space related to this work and the need to align with the GOI�s own efforts. The contractor should be able to provide evidence of the satisfactory completion of previous assignments to improve financial intermediation within the past 12-15 years in Southeast Asia, preferably within Indonesia. Previous successful experience should demonstrate ability to both design and implement programs that have led to improved public and private infrastructure investment, with regional and/or national level impact, and it should be possible to point to results or outcome level indicators that positively changed during the length of activity and/or post activity. This scope of work will require a contractor who is able to assemble a team of experts familiar with evidence-based interventions that have aimed to improve access to finance and business practices related to infrastructure investment. This team must include expertise in the political, economic, and governance drivers of infrastructure investment failures and the economies that are affected, expertise in analyzing financial intermediation failures, and an understanding of effective responses to all of these issues. The Contractor will need to be able to coordinate its activities with the outputs of a second contractor that will be primarily focused on the PIMG, PPF and the demonstration transport projects described above, as well as other MCC and GOI consultants helping to design and diligence the program and others that are working on crosscutting issues such as gender and social inclusion. The Contractor will need to be able to assess and analyze: i) Indonesia-specific research, program evaluation and data related to the issue of infrastructure finance and potential interventions; ii) the corresponding international body of evidence; and iii) any qualitative or quantitative data collected by its own assessment in order to identify the factors preventing Indonesia from increasing the efficiency and effectiveness of financial intermediation for infrastructure.
