- 6/29/2021- Providing responses to draft RFP questions.� Please see attachment Q&A matrix.� Please note�phas 1 proposals are due 2 weeks after formal RFP release. Vice the three weeks in the draft documents. 6/2/2021- Pre-Solicitation Notice � Instructional Services for USSS. The purpose of this synopsis is to serve as a pre-solicitation notice and to provide opportunity for industry feedback on the draft solicitation documents. Participation in this notice does not commit the Government to pay any cost for the preparation and submission of questions/comments or to pay for any costs for resulting proposals, later submitted in response to this or future postings related to this effort. In this notice, we have posted the Draft Solicitation, Attachment 2 (Quality Assurance Surveillance Plan) and Attachment 4 (Question Matrix). Please use Attachment 4 to provide comment/feedback on the RFP and its related documents and ensure we receive your comments no later than 12:00 pm EST on June 16, 2021.� Please note that any Q&A derived from this posting will be shared on sam.gov and is subject to also be added to the final solicitation. Portions of this solicitation are Law Enforcement Sensitive, therefore, in order to receive Attachment 1 (Performance Work Statement),��Attachment 3 (Pricing Sheet), and gain access to a potential bidder�s library, interested parties must contact the contract specialist noted within this posting to sign a Non-Disclosure Agreement. It is the expectation that all parties that have interaction with this procurement will sign a non-disclosure agreement in order to receive the Performance Work Statement and Pricing Sheet.� When contacting the contract specialist, please provide the Corporation�s Name, the DUNS number,��the Corporate Officers that require access to the PWS and Pricing Sheet, Physical Address, and Phone Number. Instructional Services consists of twenty-one training courses on various aspects of computer and mobile forensics as related to Cyber Investigations. Courses are typically provided at the National Computer Forensics Institute (NCFI)�facility located in Hoover, Alabama; however, courses may also occur at additional CONUS sites, as well as, OCONUS sites (worldwide). Instructional Services may also include the development of new courses and the addition of new content to existing courses to stay current in terms of case law, technology (e.g., software, equipment, new trends, etc.), and so on. The course schedule may require the Contractor to conduct training courses simultaneously across the world. The Government may schedule up to twelve (12) courses concurrently and the Contractor shall provide instructors for all courses. The Contractor shall meet all course execution dates and in the event of an instructor absence, shall have replacement personnel and/or resources available, to assure course execution in accordance with the schedule.� The minimum qualifications and experience the instructors for digital forensic courses shall have are: 5+ years of local/state/federal law enforcement experience, 3+ years of applied digital forensic practice for agency or industry, and 2+ years of instruction of digital forensics/cyber security. The minimum qualifications and experience the contract instructors for legal courses shall possess are: A degree from a school of law accredited by the American Bar Association, possessing the first professional law degree (JD) or the second professional law degree (LL.M), Be an active bar member in good standing in each jurisdiction they maintain a law license, and have 5+ years of criminal prosecution experience that includes significant criminal jury trial experience and experience with criminal cases that involve the use of digital forensics.� �The minimum qualifications the Program Manager and Alternate Program Manager (key personnel) shall have are: 3+ years of applied digital forensic practice for agency or industry, 2+ years of instruction of digital forensics/cyber security, and experience managing personnel under a United States Government contract.� The Contractor may be required to conduct courses on all federal holidays.� See the Performance Work Statement for further details; this is anticipated to result in a single award IDIQ contract with a 5-year ordering period. Place of Contract Performance: National Computer Forensics Institute, Hoover, AL and other CONUS and OCONUS locations. The contractor will have 30 days� notice for travel to other CONUS locations and 60 days� notice to travel to OCONUS locations. Set-aside Status: This is a full and open competition using FAR 12 and FAR 15 procedures for a two-phase down select, using best-value procedures. See Addendum to FAR 52.212-1 and 52.212-2 for instructions to offerors and evaluation/selection methodology. Please note that once the formal solicitation is posted (approximately mid-to-late June 2021) Phase I proposals will likely be due within 21 days of the posting. Contract award is anticipated 73 days after the formal solicitation release with contract award anticipated in August, 2021 with a 60-day transition period, and full operational capability required by end of September or early October 2021, depending on contract award.
