Description
This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract will be for a one (1) year base period and two (2) option years. The North American Industrial Classification System (NAICS) code for this procurement is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a small busines size standard of $35M. The FSC/PSC is W065, Lease or Rental of Equipment Medical, Dental, and Veterinary Equipment and Supplies. The Department of Veterans Affairs intends to solicit and award a sole source contract for the rental and maintenance of Gastrointestinal (GI) endoscopes to Olympus America Inc, 3500 Corporate Parkway, Center Valley, PA 18034. There are no other source of supply/service that will satisfy agency requirements. The Olympus scopes are already being leased and maintained at the VA Sierra Nevada Health Care System, 975 Kirman Ave. Reno, NV 89502. Remaining with Olympus scopes will eliminate the need for additional equipment, will reduce training requirements and allows the use of existing reprocessing equipment with no additional purchase of cleaning equipment or attachments. In addition, Olympus America Inc. is the only source that can perform repairs/maintenance to the scopes due to the proprietary nature of this equipment, no other company was found that has authorized third-party service providers. The VA Sierra Nevada Healthcare System is seeking to establish a full-service lease of the following GI scopes: CF-HQ190L EVIS EXERA III HD COLONOSCOPY PCF-H190TL SLIM COLONOSCOPY SHORT BENDING RETROFLEX PCF-PH190L ULTRASLIM EE III HD COLONOCSOPE GIF-H190 EVIS EXERA III HDTV GASTROSCOPE GIF-XP190N ULTRA-SLIM SCOPE, 4-WAY, NBI Any responsible source that feels it is capable in performing this requirement may submit a quote (monthly per scope) for the above listed items and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Amanda Hildreth at Amanda.Hildreth@va.gov no later than July 6, 2021 at 11:00 AM PT to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
