Description
The New York District intends to issue a Request for Proposals for construction of the St. Albans Columbarium project, Queens, NY. The columbarium expansion will accommodate cremated remains in columbaria and will be developed as a satellite facility to the existing Calverton National Cemetery located in Farmingdale, NY. The work shall consist of performing all hazardous materials and waste management mitigation and the complete demolition of two existing buildings (Bldgs 165 & 166). Utility relocation and site restoration and grading will be required. This project will also include site elements as well as the construction of a completely new facility complex to include office space and public restrooms, perimeter fencing system, roadway system and parking lot including cortege staging area, irrigation system, site furnishings, lighting and signage, inurnment areas of approximately 3,800 Columbarium niches, ossuary for commingling of cremated remains, Memorial Wall for approximately 344 memorial markers, grading, drainage, landscaping/planting and ornamental fencing system around the site for appearance and security and utility distribution systems. The design is at 100% and the contractor will be required to follow the plans and specs to demolish the structures and develop the site accordingly. The proposed work is anticipated to take place in the fall of 2021. The magnitude of the project is $5,000,000 to $10,000,000. The anticipated period of performance is 365 calendar days from the Notice to Proceed. The applicable North American Industry Classification System (NAICS) code is 237990 for Other Heavy and Civil Engineering Construction. The procurement method for this solicitation will be a Best Value Trade-Off�Request for Proposals. This project will be acquired as a Total Small Business set-aside.�Proposals will be required to be submitted electronically, instructions on how to submit electronically can be found in the solicitation. All questions must be submitted in writing in accordance with instructions in the RFP. The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet. Paper copies of this solicitation, and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/, and Contract Opportunities�in order to safeguard acquisition related information for all Federal Agencies.
