Description
L&J OPERATING ORPHAN WELL PHASE 2 RFP NO. 140L3621R0008 Pre Solicitation Announcement The scope of this contract is to complete the plugging of the above four wellbores to regulatory standards. Surface reclamation will be scoped under a separate contract. The Bureau of Land Management�s (BLM) mission is: To sustain the health, diversity, and productivity of America's public lands for the use and enjoyment of present and future generations. It administers more public land over 245 million surface acres than any other Federal agency in the United States. Most of this land is located in the 12 Western states, including Alaska. On June 11, 2020 four wells previously operated by L&J Operating, INC. in the Igloo Unit located in Fall River County, South Dakota and approximately 10 miles Southwest of Edgemont, South Dakota were put into an orphan ell status because the operator went insolvent. In accordance with the requirements of 43 CFR 3162.3-4 (a) (b) and per Section XII of the Bureau of Land Management Onshore Oil and Gas Order No. 1, III., XII., A., B., these wells must be plugged and abandoned (P&A) and the equipment must be salvaged. The surface must be reclaimed and will be addressed in Phase 3 of this project with a separate contract and statement of work. The Operator and Record Title Holders have been nonresponsive to the BLMs request to plug and abandon the wells. Therefore, the BLM has deemed the wells as �orphan� wells. U.S. Well number 40-047-20246, T9S, R02E, SESW S32, Lease Number SDM78155X (SDM66345), SD DENR Permit number 1487, Latitude 43.219459, Longitude -103.90925; Surface Owner U.S. Forest Service, Fall River Ranger District Nautilus 21-5 (Oil Well-Shut In 10/10/2003) Spud date 11/7/1989. U.S. Well number 40-047-20250, T10S, R02E, NENW S05, Lease Number SDM65529 (SDM78155X), SD DENR permit number 1494, Latitude 43.215856, Longitude -103.909251, Surface Owner U.S. Forest Service, Fall River Ranger District The Contractor shall provide all tools, equipment, materials, supplies, manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the work identified in the Specifications. The anticipated period of performance is scheduled from August 1, 2021 and shall be completed 30 days after Notice to Proceed. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 213111, with a corresponding size standard of 1000 emp. This acquisition is a Total Small Business Set�Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Proposal (RFQP) will be available on or around July 12, 2021 by electronic means only and can be downloaded along with all related attachments from the www.sam.gov website at The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price.
