POC for this action is Shavonne Matulevich, shavonne.matulevich@gsa.gov END AMENDMENT AMD0001� ****************************************************************************************** SUBJECT:� Combined Pre-solicitation/Synopsis Notice PROJECT NAME:� USFS Parking Lot Fence and Gate DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. GSA has a requirement for services to completely enclose the USFS parking lot perimeter in order to prevent unauthorized personnel inside the lot. Install will include provision of gooseneck-mounted, drive up wireless access card stations operating a single cantilever sliding entry and exit gate, as well as a wireless access card -controlled pedestrian gate. Power pathway is accessible near existing fence. SOLICITATION NUMBER:� 47PL0121R0032 SYNOPSIS:� 1. The United States General Services Administration (GSA) requires construction services to completely enclose the USFS parking lot perimeter in order to prevent unauthorized personnel inside the lot located at 161 E 1st Avenue Anchorage, Alaska 99501. The Contractor is required to perform all work specified for this project, per the following requirements: work times for this project are unrestricted; however, access to/from the lot must be available to USFS employees at all times. Short periods of work that restrict access to the lot must be coordinated with GSA Project Manager (PM) 5 days in advance. 2. The applicable North American Industry Classification System (NAICS) Code for this project is 238990 Commercial and Institutional Building Construction; the small business size standard for this NAICS Code is $16.5 million U.S. dollars.� 3. Contractors shall be actively registered in the System for Award Management (SAM) as a small business for this solicitation's NAICS code at time of receipt of proposal.� Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. 4. In accordance with FAR Subpart 36.204, the magnitude of this requirement in terms of physical characteristics and estimated price range is between $25,000 and $100,000. 5. Time for proposed contract completion is approximately 120 calendar days after Notice of Award. 6. This acquisition is being considered as set-aside for small business concerns. 7. The Government will evaluate each proposal as a whole, on a basis of price and technical merits.� Award will be to the offeror whose proposal represents the best value to the Government using the lowest price, technically acceptable (LPTA) approach.� LPTA allows the Government to award to the responsible offeror whose solicitation conforming offer is technically acceptable with lowest price.� 8. Evaluation Criteria:� The Government will evaluate the submitted packages based on the following: (1) Work Plan and Schedule, (2) Past Experience and (3) Past Performance. 9. A formal site visit is reserved for 23 June at 2:30pm Alaska Time. Location:� 161 E 1st Ave, Anchorage, AK 99501. Note: RSVP must be received to the contracting office prior to the site vist as referenced in the solicitation. Receipt of potential offeror�s capabilities package is requested no later than 2:00 pm Alaska Time, July 8, 2021.
