- Replace Two Wood Shingle Roofs and Repaint One House, West Branch, Iowa THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice is for informational purposes to make the marketplace aware of an upcoming solicitation and is not a request for proposals. The National Park Service, Interior Regions 3, 4, & 5, Midwest Regional Office Major Acquisition Buying Office (MABO), intends to issue a solicitation for: Replace Two Wood Shingle Roofs and Repaint One House at Herbert Hoover National Historic Site, West Branch, Iowa. General work will include the following: Provide everything necessary including supervision, certifications, licensing, labor, tools, materials, transportation, and equipment necessary for the following: 1. Removal and replacement of the existing wood shingle roof on the Hayhurst House (HS-10) and the Staples House (HS-09) a. Remove, dispose, and replace approximately 1200 square feet(12 squares) wood shingle roofing and 80 linear feet wood ridge cap(Hayhurst House) and remove, dispose of and replace approximately 1600 square feet(16 squares) wood shingle roofing and 100 linear feet wood ridge cap(Staples House). b. Remove and replace approximately 80 linear feet (lf) of rain gutter on the Staples house. Remove and replace approximately 120 lf of rain gutter on the Hayhurst House. c. Note: The standing seam metal roof on the Staples House shall remain and be protected from damage due to construction activity. 2. Wet scrape, spot prime and apply two coats of paint on exterior doors, windows, and siding on Staples House. a. Wet scrape, spot prime and apply two coats of paint to approximately 2800 square feet(sf) of wood siding on the Staples House, including two exterior doors and trim and approximately fifteen exterior window and trim on both levels. This procurement will be a set aside for Service-Disabled Veteran Owned (SDVOSB) Small Businesses and is open to all qualified and responsible sources meeting the size standard as a SDVOSB for the selected NAICS code. NAICS 236118 - Residential Remodelers; the Small Business Size Standard is $39.5 million. A Site Visit will be scheduled, and Social Distancing guidelines shall be adhered to. Type of Contract: Firm Fixed Price The Project Magnitude is between $25,000 and $100,000. Contract Period of Performance: Estimated at 90 days from receipt of the Notice to Proceed. SITE VISIT: Site Visit location, date and time will be in the posted solicitation once issued. The Government anticipates awarding one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The project will be subject to the Davis-Bacon Act. Bonds will be required as follows: 1) Bid Guarantee - SF 24 at 20% of Contract price. 2) Payment Bond or Irrevocable Letter of Credit at 100% Be advised that this requirement may be delayed, cancelled, or revised at any time during the process, based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. The solicitation documents will be issued on or about July 13, 2021 and will be posted on Contract Opportunities (https://sam.gov/content/opportunities). This notice is for informational purposes only and is not a request for submission. The Government is not obligated to issue a solicitation because of this notice. No other information is available until issuance of the solicitation. In order to be awarded a contract, an offeror must have a DUNS number and have an active registration in the System for Award Management (SAM), http://www.sam.gov, at the time of proposal and time of award, and have completed their Online Representations and Certifications. An active SAM registration is needed throughout the life of the contract to receive payment(s).
