Description
The F-35 Lightning II Joint Program Office intends to award a sole source basic ordering agreement (BOA) to Raytheon Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT for the F135 Component Improvement Program (CIP).� BOA award is anticipated by end of first quarter of fiscal year 2022.� Under the proposed BOA, Raytheon Technologies Corporation, Pratt and Whitney will procure new hardware and refurbish hardware test assets in order to resolve safety and readiness issues; maintain specification performance; improve part reliability; forecast hardware wear-out rates, life limits, and issues before they occur in operation service; and develop quality design changes and repair procedures where a return-on-investment can be realized.� The CIP order deliverables placed under this BOA will include: engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, test reports and earned value cost reports.� These orders support the F-35 U.S. Services, Non-U.S. DoD Partners, and Foreign Military Sales.� This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� This notice of intent is neither a request for proposal nor a solicitation of offers.� A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.� For availability of F135 Propulsion System subcontracting opportunities, contact Raytheon Technologies Corporation, Pratt and Whitney Military Engines, Attn: Aldith Mason, 400 Main Street, East Hartford, CT, 06118.
