- SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. SLAC has a requirement for a rough order magnitude price for the below: �Quantity of 1 each Chiller Assembly. The scope of work includes assembling and testing a full Chiller system in an enclosed chassis. There are three deliverables: Item 1: Engineering and design deliverables, as detailed in the SOW Item 2: Chiller and supporting QA, test reports, manuals, and final documentation Item 3: Unilateral optional for a second Chiller with supporting documentation. SLAC would not be ready to implement the option until FY22. Source selection will be based upon the lowest-priced technically acceptable method. Submittals Needed with RFP Response: Capabilities: Description of company engineering, manufacturing, and testing capabilities to be used for completing this contract. Relevant Experience: Description of past work or delivered Chillers that are similar to the proposed design. Include references to past work involving use on telescope or other outdoor installations, and with DOE National Labs. Include any contact references, if available. Table of comparisons of the proposed design to past delivered units as related to working pressure, flow rate, working fluid, operating temperature, heat rejection capability and instrumentation. Proposed Chiller Design: Description of the Chiller preliminary design, describing all key elements of the system, including assessment sufficient to show that the proposed system will be compliant with key requirements, including flow and pressure, heat rejection capability, and temperature and set-point control. Description of plans to assure that delivered hardware is compliant with the ASME Standards defined in the Statement of Work Description of expected Chiller interface needs, including but not limited to: expected weight and size, expected power and cooling needs, instrumentation and controls functionality API programming manual to allow for programming of remote applications for controlling the Chiller Description of expected test program to verify compliance with requirements Identification of any exceptions to the requirements listed in the Specification and Statement of Work, along with alternates or counter-proposal Quality Management System: Governing document describing the company and facility quality management system. Evidence that company engineering and manufacturing personnel have training, qualifications, and any certifications as required by the Standards defined in the Statement of Work. Contract Phasing and Hold Points The SOW defines two phases for the contract: Phase 1 includes design and engineering analysis to finalize the Chiller design, operations plans, and test planning. Phase 2 includes procurements, assembly, verification testing, and shipment. The start of Phase 2 is contingent on the contractor completing and passing a final design review with SLAC. After that review, SKAC will give authorization to proceed. The SOW defines two hold points: Authorization to proceed: hold point occurs at the final design review and is cleared by SLAC authorization to start fabrication. Clearing of the hold also establishes the end of Phase 1. Authorization to ship: hold point occurs at completion of all testing and is cleared after delivery and review of all QA, test reports, manuals, and final documents as defined in the SOW Schedule 5 weeks ARO: Completion of Phase 1 and final design review as described in the SOW 13 weeks ARO: Completion of hardware testing; delivery of all tests, QA, and operations documentation per the SOW; authorization-to-ship review should be held by this time 19 weeks ARO: delivery to SLAC Your proposal must be valid for 90 days after submission. Submissions can be provided by electronic files in PDF format. Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. All subcontractors are required to register in the System for Award Management (www.sam.gov). The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Non-Commercial Supplies and Services dated August 24, 2017.
