STATEMENT OF WORK Effects of Fusarium Mycotoxins (Fumonisins and Deoxynivalenol) on Necrotic Enteritis Severity, Growth Performance, and Pathophysiology of Intestine During NE Challenge in Broilers USNPRC, Toxicology & Mycotoxin Research Unit (TMRU) 6/28/2021 GENERAL SCOPE OF WORK. This contract is between USDA, USNPRC, TMRU located at 950 College Station Road, Athens GA, 30605 and is intend for fee-for-service agreement with Southern Poultry Research Group (SPRG) located at 1061 Hale Road, Watkinsville, GA30677. The contract requirements are defined in this Statement of Work (SOW). 1. The purpose of this study is to identify the effects of naturally occurring levels of mycotoxins (fumonisins and deoxynivalenol) during a necrotic enteritis challenge on broilers. Synergistic impacts of the mycotoxins on necrotic enteritis will be assessed along with growth performance and pathophysiology of intestine. 2. SPRG will raise a total of 480 chicks in 32 pens distributed across 4 treatment groups. USDA personnel will determine the treatments. 3. SPRG will feed, water, and weigh the birds. SPRG will make the feed and will blend in the fungal culture material we supply so that proper dosing with mycotoxins can be achieved. Birds will be fed non-medicated commercial-type broiler starter, grower, and finisher diets compounded according to National Research Council (NRC)guidelines and will contain feedstuffs commonly used in the United States. 4. Trial duration is for 42 days 5. Birds will be fed ad libitum from date of chick arrival as follows: Starter - Days on Treatment (DOT) 0 until DOT 14, grower DOT 14 to DOT 28, and finisher DOT 28 to DOT 42 (study termination). Diets will be fed as mash. Experimental treatment feeds will be prepared from a basal feed formulation. Quantities of all basal feed and test articles included in treatment group batches will be documented and included with source data files. Treatment feeds will be mixed at SPRG to assure uniform distribution of respective test articles. Test articles will be stored in a SPRG climate-controlled storage area. 6. SPRG will obtain day-of-hatch male 708 broiler chicks from Aviagen, Blairsville, GA. The strain will be Ross x Ross 708. Birds will be sexed at the hatchery. Only healthy appearing chicks will be used in this study. All birds not selected for this study will no longer be considered a part of the study and will be either euthanized or reallocated by SPRG. 7. Animal care practices will conform to the Guide for the Care and Use of Agricultural Animals in Agricultural Research and Teaching (FASS, 2020). All birds will be euthanized by methods approved by the American Veterinary Medical Association (AVMA). 8. Upon arrival chicks will be raised in 5 x 5 feet floor pens (stocking density of 1.0 feet2 per bird) on new shavings/litter in a solid-sided barn and maintained under ambient humidity. Litter will not be replaced or amended during the study. Feed and water will be available ad libitum throughout the trial. Each pen will contain 1 (one) tube feeder and 1 line of nipple drinker (10 bird to feeder/drinker ratio). Thermostatically controlled gas heaters will be the primary heat source for the barn (if needed). Fans will be used to cool birds. Birds will be provided a lighting program as per the primary breeder recommendations. 9. SPRG will induce necrotic enteritis and score for lesions. 10. SPRG will provide unhindered access to birds and trial site AMENDMENT Parties can adjust delivery dates, number of strains to be delivered in one batch, selection of strains, and details of technique per agreement if the amendment does not alter cost. GOVERNMENT-FURNISHED PROPERTY AND SERVICES USDA will provide fungal culture material containing fumonisins deoxynivalenol. The total value of these materials will not exceed $3,000. SHIPPING AND HANDLING USDA and the service provider will pay for their own shipping costs. SERVICE PROVIDER-FURNISHED ITEMS AND SERVICES GENERAL. The service provider will supply all labor for processing materials, will provide standard laboratory equipment common to any Biosafety Level II laboratory, and obtain permits and licensing to conduct business. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (Mastercard) card. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52-212-1 Instructions to Offerors- Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items � annual representations and certifications are required. Offers shall include a statement as follows on their offer: the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at https://www.sam.gov have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference, except for paragraphs ; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-28, 52.222-3, 52.222-19, 52.222- 21, 52.222-26, 52.222-36, 52.225-3, 52.225-13, and 52.225-33. In the event the vendor will accept payment via the Government Purchase Card (Mastercard), the vendor shall annotate on its offer that it will accept the purchase card, and clause 52.232-33 will be superseded by clause 52.232-36.
