- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a purchase order without providing for full and open competition to PRIZMATIX LTD for multiwavelength LED microplate illumination systems. � BACKGROUND We have developed optogenetic tools to manipulate biological processes with different wavelengths of light. To apply these tools to our research, we need systems that allow us to uniformly expose large numbers of zebrafish embryos simultaneously to different wavelengths with precise temporal control. � JUSTIFICATION We need a microplate illumination system that allows simultaneous exposure to multiple wavelengths, produces enough uniform light exposure for our microplate format to avoid increasing experimental noise, and offers an optimal selection of wavelengths for our current needs. Two microplate illumination systems are required in order to run controls alongside experimental manipulations. We need to expose zebrafish embryos in a dish to the same intensity of light throughout the dish. In our experiments, we have tools that convert light exposure into signaling in embryos in a dish. If the light exposure in our experiments isn't uniform, embryos will end up with different levels of signaling. This would be a problem, because we are trying to understand how embryos respond to specific signaling levels. If light exposure is noisy/non-uniform, we will have noisy/non-uniform signaling, and we won't be able to determine the input/output relationship between signaling level and responses because we have to pool the embryos together to measure responses. We therefore need uniform light exposure to ensure that each embryo in the dish experiences the same level of signaling. The Prizmatix system produces light from a single light source positioned above the dish, and the light output on the dish is very uniform. In contrast, other systems produce light from multiple small LEDs, each of which has its own illumination. They do not meet our needs because this leads to less uniform light exposure with the type of dish we need for our experiments. The tools we have and the new ones we are developing can only be activated by specific wavelengths of light. Higher wavelengths that produce 600 nm light are not useful for our experiments. Our tools are activated by ~455 and ~630 nm, respectively, and some can be de-activated by ~730 nm. We need to create signaling pulses, so we need to de-activate signaling with 730 nm. We also need to activate different signaling pathways at the same time, one with 455 nm light and a second with 630 nm light. Therefore, systems that do not produce these wavelengths aren't useful for our experiments. The Prizmatix system produces these needed wavelengths. � NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 of with a Size Standard of 1,000. � REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2021-05 effective 3-10-2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items. � STATUTORY AUTHORITY This acquisition is conducted under the authority of FAR Subpart 6.302- FAR 6.302-1�Only one responsible source and no other supplies or services will satisfy agency requirements. � PLACE OF PERFORMANCE NIH/NICHD 6 Center Dr BLDG. 6B RM 4B413 Bethesda, MD, 20892 � DESCRIPTION OF REQUIREMENT Two multiwavelength High Power LED microplate illumination systems to be used for molecular optogenetics experiments. -High Power LED head at 455nm (�5nm) -High Power LED head at 630nm (�5nm) -High Power LED-Array head at 730�7nm, 1"" beam -Beam combiner for LED heads with dichroic mirror and connection pins -Focuser for Beam Combiner on output to spread light to cover petri dish or microwell plate -Benchtop Current Controller -Power adaptor -USB Pulse train generator with all required hardware and software � CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability in response to this notice and may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of NICHD-21-160 determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
