- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, utilizing simplified acquisition procedures as authorized by FAR 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B21Q0076 and is issued as a request for quotation (RFQ). The NAICS code is 334514, Totalizing Fluid Meter and Counting Device Manufacturing. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-05.� The USDA, ARS, SWMRU in Stoneville, MS requires the following equipment: Runoff Water Samplers, Flow Meters, Velocity Meters, Level Loggers, and Rain Gauges There is a need for thirty-six water monitoring base stations with different combinations of water runoff samplers, flow meters, level loggers, and rain gauges. All meters, samplers, gauges, and loggers must be able to connect on the same system (the base stations) and be connected to a modem with cellular capability. The area velocity flow meters must include a 10 ft (3 m) level measurement ranges. The laser flow meter must 10 ft (3.05 m) measurement range with built-in ultrasonic level sensor. The rain gauge must be a tipping bucket rain gauge that tips every 0.01 inch of rainfall. The base stations and all meters, samplers, gauges, and loggers must be comparable to the ISCO Signature Permanent Base Station systems and associated sensors (including the 350 Area Velocity Meter, the Signature Bubble Meter, the 674 Rain Gauge, 306 Sampler Interface, and 360 LaserFlow sensor). Additional specifications: Samplers must include 2.5 Gallon (10 Liter) polypropylene bottle, vinyl suction line with standard weighted polypropylene strainer (3/8 Inch I.D. x 25 ft.), and tubing coupler. Area velocity flow meters must include 32.8 ft. (10 m) of cable with TIENet cord grip fitting and plug, and desiccator Bubbler flow meter systems must include the base meter with internal bubbler sensor, stainless steel bubble tube (4 ft. length) and 1/8-inch x 50 ft. vinyl bubble line Laser Flow meter system must include built-in ultrasonic level sensor and 32 ft (10 m) cable, TIENet cord grip fitting (209-0073-12) for watertight connection to the meter, and sensor sunshade Rain gauges must include 50 ft. cable and receptacle to allow connection and three-hold cord grip fitting Supplied with all necessary equipment including: Base station with desiccate Ci LTE cellular modem with magnetic mount antenna Storm box water monitoring equipment enclosure including basic cabinet with battery tray, floor & wall mounts. At least 40-in W by 26.5-in D. Locking and metal The sampler interface with 10 m (32.8 ft) cable, including a TIENet plug to support flow pacing and sampler enabling Spring ring for 12-inch diameter pipe Scissors ring for 16-inch to 23-inch diameter pipes. Includes base section, scissors mechanism, and one pair of 7.5-inch extensions Network expansion box, with 10 ft cable. Rated IP 67 (NEMA 4X, 6) Cable, external 12 VDC to flow meter Connect cable for external 12 VDC source to sampler. Six ft. Ameresco solar panel arrangement with 30 watt panel, SS6L12V charge controller, output cable, mounting bracket, and battery cable 36 Amp-hour battery Ameresco Solar Panel Arrangement with 90 watt panel, SS6L12V charge controller, mounting bracket, and battery cable Deep Cycle Marine Battery TIENet receptacle and cable Installation materials; conduit and mounting posts, sensor securing hardware, etc. Turn-key equipment start-up, installation, programming, operator training, and certificate of proper operation Licenses to FlowLink software Requirements of the storm water monitoring system (4 Units) The storm water monitoring system should be capable of automatically measuring agricultural land water runoff and wirelessly transferring the measurements to a computer via internet. The system should include (but not limited) four ISCO 6712 full-size portable samplers, four 4-bottle configurations for the 6712 full-size portable samplers, four tipping bucket rain gauges (0.01 in/tip) working with the 6712 portable samplers, four ISCO 730 bubbler flow modules with 1/8� x 25� bubble vinyl line, four 50-Watt solar power supplies including batteries for 6700 Series Portable Samplers, four XL60-degree trapezoidal flumes with staff gauge and molded cavity with SS bubble pipe, four StormBox water monitoring equipment enclosures (40�Wx26.5�Dx33.5�H), four Ci LTE cellular modems with magnetic mount antenna for Signature meter, Four 3/8 inch stainless steel strainer, four 3/8 inch vinyl 100ft suction line. Service of installation of the flumes and associated flow meters/samplers inside storm boxes with solar power supplies should also be provided.
