Description
Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 13.501(a) to Moran Environmental Recovery, 75 D York Ave, Randolph, MA 02368, to provide integrated environmental and industrial services including labor, materials and equipment to disinfect one hundred and ninety-five (195) shipping containers and sixty (60) large vehicles, that create an Expeditionary Medical Facility (EMF) with a footprint of over thirteen (13) acres when deployed. The assembly (shipping containers and large vehicles) is currently located at Blount Island Command (BIC) Marine Terminal in Jacksonville, FL. The proposed action is for the application of Virkon S to the entire EMF. All material must be treated with Virkon S and approved by an Agricultural or Veterinary agent. Virkon S must be mixed with water to form a 2% solution then sprayed onto every side of the each EMF equipment. Once applied, it must sit for 30 minutes then sprayed off as it is corrosive. A veterinary or agricultural representative must be on site to monitor the application, acknowledging via signature that the proper solution and application is completed. Due to HAZMAT nature of the Virkon S, and proximity to St. Johns River at treatment area, extra measures must be taken to prevent environmental damage. Containment of the Virkon S and water used to rinse it off must be employed. A vendor must set up a system to catch all Virkon S and water that is used. This water must be vacuumed into a truck or drum and taken to a water treatment facility. Upon successful completion of the services, the shipping containers and large vehicles will be shipped by a separate vendor. The vendor�s employee will sign/stamp all forms certifying material is safe for entry to foreign country meeting agricultural cleanliness requirements.� Moran Environmental Recovery is the only company that can provide all of the above services to the size/scale and immediate action of the requirement. Due to ongoing COVID backlogs of shipping containers/services, the vendor must be able to provide the services prior to August 2021, at the time ship will arrive to pick up material for transport. Moran Environmental Recovery also has a certified Industrial Health employee that is able to validate the correct solution of Virkon S is applied and all material of EMF is treated properly to meet destination country strict agricultural requirements. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Please note, an award notice will be posted within 14 days of award. Capability statements are due by 2:00 P.M. EST, 14 July 2021.� Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to Lindsay Burdette, lindsay.k.burdette.civ@mail.mil.
