Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-21-Q-4053. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Publication Notice 20210520. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 339950 and the Small Business Standard of 500 employees. This is a full and open, unrestricted action. The Small Business Office concurs that no set-aside decision is warranted given this time sensitive timeline. The Fleet Logistics Center Pearl Harbor Regional Contracting Department requests responses from qualified sources on the island of Oahu capable of providing for this timely and complex requirement. (138) QTY Shadow Boxes to enclose (1) placard and (1) historic artifact mounted (both placard and historic artifacts furnished by USN). CLIN 0001 total price $ ____________________. Required Salient Characteristics of each custom built box: 1) Use 100% hardwood (Mahogany, Teak, Koa, Oak, Rosewood, Cherry wood(s) not veneer) with a clear coat finish, 2) Use a plexi-glass or similar clear material (cannot be real glass) 3) Back panel background must be of same wooden material to allow screw for future access into box 4) Preliminary Dimension: 4a) External (outer) size: No larger than 11 �� length, 9� width, 3�depth 4b) Internal (inner- useable space): No smaller than 9 �� in length, 7 1/2� in width, 2�depth between backing and plexi-glass 4c) Boarder Thickness: No larger than 1� border, no smaller than �� 5) Securement of Placard and Historic Artifact: 5a) AZ Relic: Display boxes require a wooden mount affixed internally with a magnet(s) and/ silicone applied to securely hold the relic in place. 5b) Placard: Placard will be mount below the relic, and can be glue into place. 6) USN Furnished items (138 Historic Artifacts and Placards) will be deliver to on island Contracted Vendor the week of 23JUL2021 but no later than COB that Friday. 7) Contracted Vendor will provide (1) completed and assembled shadow box NLT (25) days after award of Contract for Government inspection and concurrence of Salient Characteristics and Measurements/Dimensions before moving forward with production of the 137 identical items. (Total QTY 138) . A determination by the Government to review this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Quoters shall include a completed FAR 52.212-3 and ALT I and FAR 52.204-24 REPS document(s) are due at the time of quote submission. Quotes over 10 pages in total will not be accepted by facsimile. Method of Award: Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - cost analysis of the quote pricing and timely on-island (Oahu) delivery and a determination of responsibility IAW FAR 9.1 Technical acceptability will be evaluated against Combined Synopsis Solicitation. Vendor must perform all work locally because the relic/historical artifact and placard cannot be sent to off-island vendor. Technically Acceptable/Unacceptable Ratings: Rating Description Acceptable Offer clearly meets the minimum technical requirements of the solicitation Unacceptable Offer does not clearly meet the minimum technical responsibilities of the solicitaiton System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms.
