Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain Security Alarm Monitoring Maintenance This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability statement that addresses the specific requirement identified in this Sources Sought, in addition please ensure that you provide your DUNS number. Please provide all responses to Joshua.Gallien@va.gov and Stefanie.Carter3@va.gov and indicate at minimum the following in the subject line 36C24121Q0598 CBOC Security VENDOR NAME and DUNS . Thank you The Veterans Health Administration (VHA) is seeking to obtain Security Alarm Monitoring and maintenance at 7 independent locations in the Connecticut area. The standard of services shall be of quality; meeting or exceeding those outlined in the General Requirements section as described below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: The purpose of this requirement is to establish a security alarm monitoring contract for six (6) Community Based Outpatient Clinics and one (1) Errera Community Care Center. The locations encompass approximately 21,000 square feet and are open Monday - Friday 8:00 am EST to 4:30 pm EST (excluding federal holidays). A contract shall be awarded for a base year (12 months) with (4) potential annual option years to be exercised at the discretion of the Contracting Officer. Project Objectives The vendor shall provide all services, supervision, personnel, material, software upgrades, parts, equipment, supplies, labor, and transportation required to provide a security alarm monitoring service (for Alarms and Panic Alarm Buttons) and preventative maintenance of the security system for the CT CBOCs and panic alarm buttons for the Errera Community Care Center. Currently installed Security System, Honeywell Systems. Alarm monitoring will be performed 24 hours a day, seven days a week, and 365 days per year. Locations: CBOCS and Community Care Center Danbury CBOC, 7 German Town Road, Danbury, CT New London CBOC, 4 Shaw s Cove Road, New London, CT Stamford CBOC, 1125 Summer Street, Stamford, CT Waterbury CBOC, 95 Scovill Street, Waterbury, CT Willimantic CBOC, 1320 Main Street, Willimantic, CT Winsted CBOC, 115 Spencer Street, Winsted, CT Errera Community Care Center, Post Road, West Haven, CT Requirements: The vendor shall complete the following: Contact the VACT HCS first responder recipient designated in determining verification of false alarm or not. If a non-false alarm dispatch alarm to the appropriate 9-1-1 dispatch center immediately upon receipt of the alarm. Maintain call down lists for each facility and perform call down on receipt of the alarm. Current lists are maintained in the security system. Provide reports open/close monthly activity reports, number of people to contact, alarm reports, alarm and panic alarm button verification. Reports are to be provided to CBOC points of contract. Maintain history/reports/logs for ease of retrieval for a period of twelve (12) months Archive history/reports/logs for a period of at least five (5) years Pass random inspections and quality criteria standards Vendor shall provide preventative maintenance and repairs of the security system to include but not limited to battery replacement, push button replacement and other miscellaneous repairs. Vendor shall take every necessary precaution to be proactive in reducing false alarm dispatches Provide security monitoring for all external doors and windows for each facility. The Errera Community Care Center only requires panic alarm buttons and does not require an alarm system. Additional Information The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility. COVID-19 Precautions Face coverings are required to be worn while on station. See internal VA POC for precaution updates prior to arrival on station. COVID-19 precautions can potentially change at any time; contractors shall be required to follow all current COVID-19 regulations.
