- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether there are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the potential acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code 541511, should not submit a response to this notice. Background Current fit testing procedures and research rely on manual measurements based on the NIOSH Bivariate Panel (face length and width) and NIOSH Principal Component Analysis (PCA) Panel (10 facial measurements) facial sizing specifications. Fit testing in the workplace can be time consuming, both during routine operations and emergencies. Technology is now capable of capturing the 3D facial geometries of faces and creating custom-fitted respirators made for the user based on their digital facial measurements. As society heads toward a more technology-driven lifestyle, the development of cell phone-based and tablet-based applications (apps) that could be used to obtain accurate facial measurements and then identify a respirator with a high probability of fitting would make the overall fit testing process in the workplace more efficient. The awarded contractor shall design a mobile application for Apple iPhone and Apple tablets per the outlined specifications in the draft Statement of Work (SOW) and share the development information and final product with NIOSH within 6 months from the contract award. The Draft Statement of Work (SOW) is attached to this Sources Sought Notice. If your organization is a small business and has the potential capacity to perform these contract services, please provide the following information: 1) A detailed capability statement 2) Organization name, address, email address, web site address, and telephone number 3) Size and type of ownership for the organization (i.e. small business, small disadvantaged business, 8(a) firm, etc.) Business experiences, sizes, types, and socioeconomic designations shall be included with the capability statements. The capability statement should reference Sources Sought Notice ID# HCCLG-2021-SR-56601 . Capability statements must be received by 1:00 pm (Local Time) on July 14, 2021.
