Description
The Department of the Army Contracting Command � Redstone (W31P4Q), Modernization Directorate/CCAM-MZB-A, Redstone Arsenal, Alabama 35898-5000 is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and the industry technologies available to support/provide the Terminal High Altitude Air Defense (THAAD) Radar Training Device (RTD) Electronic Equipment Unit (EEU) outfitted trailer and Antenna Equipment Unit (AEU) front and rear mobilizers. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Responses will not be returned to the responder. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Contract Opportunities at SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: The U.S. Government (USG) has signed a Letter of Acceptance with the Kingdom of Saudi Arabia (KSA) to provide THAAD missile defense systems and the supporting trainers under a Foreign Military Sales (FMS) case.� The trainers must use identical look and feel hardware components as tactical systems in order to provide a true, life-like training situation for the air defense student. REQUIRED CAPABILITIES: The intent of this Sources Sought is to assess the state-of-the art of the technology available in trailer and mobilizer products that could be applied to meet this requirement. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. The EEU trailer and AEU mobilizers should be a non- developmental item to the maximum extent possible. The Government requires a solution for the EEU trailer and AEU mobilizers that meets the following Operational Requirements:� See attached excerpt Attachment 1 from the Prime Item Development Specification (PIDS).� The EEU trailer and AEU mobilizers must be qualified and demonstrate compliance as described in Attachment 1.�� Proof of qualification should be addressed in the capabilities statement. REQUIRED DELIVERY:�24 months after award. SPECIAL REQUIREMENTS: Any resulting contract is anticipated to have a security classification level of Secret. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. The Government is seeking capable sources to organically meet the requirements described here in and will not consider sources proposing excessive pass-through charges. FAR 52.215-23 Limitations on Pass-Through Charges is anticipated to be incorporated in any resultant contract. ELIGIBILITY: The applicable NAICS code for this requirement is 336419 with a Small Business Size Standard of 1,000 employees or less. The Product Service Code (PSC) is 1285. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than six 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. If your organization has the potential capacity to provide the required products, please provide the following information: 1) Organization name, address, CAGE, primary points of contact (POCs) and their email addresses, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the following: Examples of the offeror�s trailers and mobilizers being used on THAAD programs with delivery dates Facilities and infrastructure used to build trailers and mobilizers Tools and special processes used during the build process Test report summaries showing requirements tested and results of tests Address the lead time to complete this requirement � No phone or e-mail solicitations with regards to the status of the RFP will be accepted prior to its release. � Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Belinda Reaves in either Microsoft Word or Portable Document Format (PDF), via e-mail at belinda.n.reaves.civ@mail.mil no later than 4:00 p.m. Central Daylight Time on�13 July 2021.�Response shall reference this synopsis number, W31P4Q-21-R-0079,�in subject line of e-mail and on all enclosed documents.
