Description
Special Notice of Intent to Award a Sole Source Procurement THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS), CMERSC, Denver, Colorado is proposing to negotiate a contract with Spectro Analytical Instruments Nu Instruments, on a sole source basis. This requirement is to upgrade the current Plasma Shield NP2 MC-ICP-MS to a Plasma Shield NP3 MC-ICP-MS. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b)(1). The reason justifying this sole source procurement is that the Government believes only one responsible source can provide the services that will satisfy the agency's requirement. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Product Requirements and Standards: The Plasma Shield NP3 MC-ICP-MS upgrade must perform the following: � Reduce the Ar and Ar dimer interferences near the 40 and 80 amu range allowing for the isotopic measurements of elements with isotopes in the mass ranges. � Increase the ion transfer efficiency resulting in 3 times the sensitivity. All responses must be submitted NLT July 6, 2021 at 12:00pm CST via e-mail to: kmcfarlin@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
