- The U.S. Army Contracting Command � Rock Island (ACC-RI), on behalf of the Project Director for Joint Services (PD-JS), �Office of the Joint Program Executive Office for Armaments and Ammunition (JPEO A&A) at Picatinny Arsenal, NJ, is issuing a request for information to determine the capabilities of businesses regarding the availability of proven technologies and designs for the industrial manufacturing of �military grade nitrate esters including: Nitroglycerin (NG), Diethylene Glycol Dinitrate (DEGDN), Propylene Glycol Dinitrate (PGDN), Triethylene Glycol Dinitrate (TEGDN), Butanetriol Trinitrate (BTTN), and Metriol Trinitrate (MTN). DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS A RFI RELEASED PURSUANT TO FAR 15.201(e). THIS RFI IS FOR INFORMATIONAL AND PLANNING PURPOSES AND MARKET RESEARCH ONLY. THIS IS NOT A �REQUEST FOR PROPOSAL (RFP)� TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. BACKGROUND:����������������������������������������������������������������������������� The applicable Northern American Industry Classification System (NAICS) code for this requirement is 541330 with a Small Business Size Standard of $16.0M. The Product Service Code is C215 (Architect and Engineering � General: Production Engineering). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Radford Army Ammunition Plant (RFAAP) was built in the 1940�s to support the ammunition demand during World War II. Since then, RFAAP has become a National asset by being the last remaining nitrocellulose (NC) and solventless propellant manufacturing facilities within the Industrial Base. Nitrate esters, such as nitroglycerin (NG), are critical additives in the production of double and triple-base propellants. Typical annual capacity target for current NG production is approximately 3.5 M lbs annually to support propellant production, which includes both solventless and solvent propellants. Currently, NG is produced on-site in the NG-2 Area by a single nitrator that is over thirty (30) years old. The facility also has a single Paste building and a single Pre-Mix building, both of which are fifty (50) years old.� The Government is currently looking to design, construct and commission a modernized Nitrate Ester facility that can produce NG, other nitrate esters, slurry/paste for solventless propellant, and pre-mix for solvent propellant. SUBMISSION DETAILS: Each interested party is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the technology and technical services. The respondents are also requested to provide a company capability statement, which includes the following: General company description Description of NG process technologies with general block flow diagrams, nitrate esters that can be produced and any changes required to produce other nitrate esters in addition to NG, ability to produce multiple nitrate esters simultaneously, description of unique features of the technology, and limitation of the technology. Description of process automation to eliminate or minimize operators in hazardous areas and minimize storage of neat NG. Demonstrated evidence of NG process technologies being implemented CONUS/OCONUS and the capacity of the operation General description of capability to execute the proposed synopsis, including the teaming partners to support the design ,construction and commissioning, and capacity to execute this project with other ongoing contracts List of major teaming partners or suppliers Provide minimum and maximum monthly production rates for NG, other nitrate esters, slurry/paste and pre-mix at other facilities that the respondent has designed These requirements include the availability of proven process technologies for the industrial-scale production of nitroglycerin (NG), other nitrate esters and the engineering expertise required to support future facility construction and commissioning by the US Army. Specifically, respondents shall possess expertise required for the establishment of a complete NG/nitrate esters manufacturing processes, including major process steps (nitration, slurry/paste production for solventless propellants, and pre-mix production for solvent propellants) and intermediary/ancillary steps (storage, material transport). The US Army is looking to implement automation into the production processes as much as feasible to remove operators from hazardous operations. Furthermore, capable businesses shall have the engineering expertise required to support the US Army during a major design/construction effort and the follow-on commissioning effort. Respondents shall also provide point of contact information, where available, for the efforts cited above. In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e., large, small, disadvantaged, veteran owned, woman owned, etc.). All data shall be sent at no cost to the US Government by 30 JULY 2021.� This is a request for information only, and shall not be construed as a request for proposal or as an obligation on the part of the US Government.
