Description
Sole Source Notice of Intent (FAR Part 13 � Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS Maine ESFO intends to award a sole source action to Situation Awareness Systems, DBA Quantaero for a period of 12 months. The primary purpose of this requirement is to continue development of remote sensing based methods for migratory bird surveys, specifically the construction and provision of 2 additional proprietary ground data management systems known as Expeditionary Intelligence Systems (EIS). From earlier contracts, the DMBM presently owns and operates 2 EIS systems. This contract would supply additional systems to meet needs for efficient management and processing of extreme volumes of imagery collected during aerial surveys. Each EIS can store 40 flight hours worth of data or 96TB. Each EIS is integrated with the propriety SEABirD sensor array and computer controller within the priority Aware� software suite. Quantaero has customized a direct georeferencing aerial remote sensing system through the integration of hardware and software solutions that is uniquely suited for the USFWS' natural resource applications. Quantaero maintains proprietary ownership of the Aware� software solution used to control the USFWS's customized camera systems including the SEABirD sensor arrays. Quantaero has subsequently developed the proprietary Expeditionary Intelligence Systems to support operational field data collection and processing workflows using USFWS' proprietary sensor systems and controllers within the Aware� software environment. Because of their in-depth knowledge of the present USFWS-owned direct georeferencing systems, and integration of associated sensors within the proprietary Aware� development environment, and previous successful development and deployment of the EIS systems, Quantaero is uniquely qualified to construct and supply additional EIS units. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by July 12, 2021, 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
