- Amendment 0001 - revise the anticipated period of performance. Refer to attachment ""Notice of Intent to Source - Amendment 0001 6.30.2021 (1).pdf ."" The General Services Administration (GSA), acting in support of the Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO), intends to solicit and make a sole source award to AT&T Corporation (AT&T) for Information Technology (IT) Cybersecurity Services under NAICS code 541519 and Product Service Code DJ10. This is not a solicitation nor a small business set aside. This is a notification of an intent to award a sole source contract pursuant to 41 U.S.C. � 3304(a)(1) as implemented by FAR � 6.302-1, only one source and no other supplies or services will satisfy agency requirements. Following the full and open competition competitive procedures at this time would result in a complete lapse in service and major cybersecurity vulnerabilities. All interested parties must be able to actively begin performing all of the required services by NLT August 7, 2021 without degradation of critical cybersecurity services. See the attached Statement of Objectives (SOO) for a clear and concise description of services. The anticipated bridge contract will be for a 6-month base period, and three 6-month option periods. The period of performance (PoP) for the bridge will begin August 7, 2021. The contract will remain in place while HUD 1) revises their requirement to better suit their needs; and 2) recompetes the requirement. This bridge contract will allow for a transition period to HUD�s recompeted contract vehicle. This bridge contract will enable the Contractor to continue providing IT Cybersecurity services for over 200+ information systems, as well as transition-out services from the incumbent (AT&T) to potentially a new awardee. A competitive task order was awarded in accordance with the applicable Federal Supply Schedule ordering procedures. As a result of the contract award, a post award protest was filed. The contract awarded was terminated for convenience on June 8, 2021 in accordance with the GAO recommendations and findings. As a result of the new competitive action being terminated, HUD made a business decision to move forward with administering a new competitive contract utilizing their internal acquisition office. HUD will need the expertise and experience of AT&T during both the recompete phase and transition period. Any responses to this notice must be in writing and must provide a clear and concise statement of a vendor�s capability to provide these services by the required start date of August 7, 2021. Submit responses to Amber Jones at amber.jones@gsa.gov no later than 3 PM ET, Wednesday, July 7, 2021. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice does not obligate the Government to solicit for this requirement or award a contract and does not obligate the Government to reimburse interested parties for any costs incurred to prepare or provide a response to this notice.
