- Notice of Intent to Sole Source������������������������������������������������������������������� �������������� Synopsis: This is a notice of intent to sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.� This notice of intent is not a request for competitive proposals.� This synopsis is for informational purposes only. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY.� The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations, and subsequently award a Firm Fixed Price purchase order to the University of North Carolina (UNC), 130 DuBose Home Lane, Chapel Hill, NC 27517, (Cage Code 1SGW3), for the UNC Kenan-Flagler Business School. UNC will facilitate a discussion on negotiation strategy planning, and provide professional consulting services for an approximately week-long effort focused on compliance with applicable government cost and contracting principles for Program Manager Advanced Amphibious Assault (PM AAA) representatives.� This deep dive effort is a continuation of an October 2019 effort, and estimated to be awarded in late-July 2021. PM AAA is currently in a sole source environment with BAE Systems for the production of Amphibious Combat Vehicles (ACVs), versus the previous contracts that were awarded in a competitive environment.� UNC has the knowledge and expertise to consult PM AAA in developing a programmatic and negotiation strategy path forward, and advise on challenges to making critical decisions.� UNC will lead PM AAA in a tailored deep dive analysis, and the goal will be to provide the Government team knowledge, skills, and background to enable the Government team to lay out a path forward in negotiation strategies specific to ACV contract awards. Additionally, UNC will provide consulting services PM AAA to develop short-term (6 to 12 months), mid-term (1 to 3 years) and long-term (3 to 5 years) goals and priorities for the program office. This requirement is an outgrowth of the ASN (RDA) sponsored Executive Development Program, �Understanding the Government-Industry Relationship in Acquisition� provided by the UNC�s Kenan-Flagler Business School to Government employees.� During these executive development sessions, the ACV Program has been used as an example program on numerous occasions, during which time the UNC faculty invested considerable time developing a comprehensive understanding of all aspects of the ACV contract and program objectives.� The UNC�s Kenan-Flagler Business School is uniquely qualified to provide the ACV negotiation team the necessary training for procurements as they alone have the requisite program knowledge and deep understanding of the program objectives. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless stated herein, no additional information is available.� Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within seven calendar days after the date of the publication of this synopsis. �The Government will consider all information received by this response date. �A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. �All submissions become United States Government (USG) property and will not be returned. �Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent.� The North American Industry Classification System code is 611310, Colleges, Universities, and Professional Schools.
