- NASA/JSC has a requirement for a large chamber, variable pressure, field emission scanning electron microscope (SEM) capable of operating the inlens imaging detectors in variable pressure mode.� The SEM will support NASA�s Materials Evaluation Laboratory (MEL) at the NASA Johnson Space Center (JSC).� NASA/JSC intends to issue a sole source purchase order to acquire the Zeiss Gemini 560 XL SEM and associated supplies and services from Carl Zeiss Microscopy, LLC in White Plains, NY. The Zeiss Gemini 560 XL is the only�microscope that will fulfill the government size and�performance requirement.� �� The SEM will support failure analysis on varying types and sizes of hardware and materials including composites and polymers and is required to have a VP capability/range of 1-500 paschals, resolution (15kV @ HV) of 0.5 nm, resolution (1kV @ HV) of 0.8 nm, resolution (15kV @ 30 paschals) of 1.4 @ 3kV, beam current of 100 nA, stage control of 200 x 200 x 50 (x y z in mm) and chamber size of 520 x 520 x 307 (x y z in mm).� The Government requires the SEM to contain a specimen current monitor, x-ray and external scan input, and have the capacity to operate with rotary pump off. Delivery of the SEM shall also include on-site installation, checkout/calibrations, a standard familiarization-sample introduction training on the instrument, a copy of all applicable Safety and Health documents (hazardous materials lists) and a component listing of any pressurized lines, valves, or connections.� At a minimum, two copies of the operations manual, preventive maintenance manual, and applicable specifications and drawings shall be included with delivery of the SEM to the NASA/JSC - in a common format, such as MS office or Adobe Acrobat Reader. �A minimum of 1 year on-site warranty is also being purchased with on-site complete system warranty on parts and labors installed against defects in material and workmanship, in addition to a post-warranty service agreement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing electronically via email to the identified point of contacts no later than 4:00 p.m. EST on July�7, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
