Description
STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: ��Web-Based Financial Software �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is HQ042321R0045 and the solicitation is issued as a request for quote (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.� The Defense Finance and Accounting Service (DFAS) intends to negotiate and award a firm-fixed-price contract without providing for full and open competition to Bloomberg L.P. 731 Lexington Ave. New York, NY 10022 for Bloomberg Terminal. This acquisition is conducted as non-competitive for a commercial item or and is conducted pursuant to FAR 13.106-1(b)(1). (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-06, with effective date 10 June 2021. (iv)������ The associated NAICS code 519190 and the small business size standard is $27.5 million. This solicitation is full and open. (v)������� This requirement is for a license to web-based financial services software. (vi)������ Requirement Description: ����������� Web-based financial services software that includes the following: Economic research data including, but not limited to history and projections for Real Gross Domestic Products (GDP), Consumer Price Index, Federal Funds Rate, Leading Economic Indicators, Treasury Yields, Unemployment Rates, Treasury Inflation Protected Security (TIPS) Breakeven, and TIPS yield spread to Nominal. Ability to track a treasury portfolio at the Committee on Uniform Securities Identification Procedures (CUSIP) level with appropriate statics on said portfolio, such as yield to maturity, average yield, and average duration. Portfolio modeling tools that allow for inflation rates that vary across the life of the TIPS. Treasury Board Advisory Council research and analysis reports. Portfolio stress testing / modeling under various scenarios to obtain information such as value at risk. Real-time treasury pricing and analysis for on-the-run vs. off-the-run treasury securities. (vii)����� The Government anticipates award of a firm-fixed price purchase order for the anticipated period of performance of 1 September 2021 to 31 August 2022. The order will include four option periods, each for an additional 12-months. (viii)���� Basis For Selection ����������� ����������� The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ is the lowest-priced, technically acceptable quote. Technical acceptability will be determined by meeting all requirements of the attached statement of work. The quote must explicitly state that the vendor is capable of meeting all requirements of the statement of work including providing all requested data elements in paragraphs C.3.2 � C.3.4. Price will be evaluated using price analysis techniques.��� � (ix)������ Provisions The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
