- Description
- The Defense Logistics Agency, DLA Maritime Norfolk, Contracting Division, intends to negotiate a Firm Fixed Price contract to procure stairs for the Norfolk, Naval Shipyard, Portsmouth, Virginia 23709.� The North American Industry Classification System (NAICS) Codes is 332311 and the procurement will be 100% set aside for small businesses with lowest price technically acceptable evaluation factor. The contract line item is as follows: CLIN 0001: Stairs, QTY: 1 set Specifications: �SALIENT CHARACTERISTICS: Certification: Contractor must provide one (1 qty.) set of structural stairs. The design for the structural stairs must certified by a licensed Professional Engineer in structural engineering. The certification must be valid in the state of Virginia. Anchoring: The stair structures must be capable of being anchored to the adjacent walls. Supporting columns must be equipped with mounting plates which can be securely bolted or anchored to the first floor of the shop. For any stair to be considered a component of the means of egress, the entire stair must fully satisfy the requirements of NFPA 101 Section 7.2.2 ""Stairs."" Stair Guards: In accordance with NFPA 101 � 7.2.2.4.6.3, open guards, other than approved existing open guards, shall have intermediate rails or an ornamental pattern such that a sphere 4 in. in diameter is not able to pass through any opening up to a height of 34 in. Dimensional Criteria for Stairs: The stairs must comply with dimensional criteria for new stairs addressed by NFPA 101 �7.2.2.2 in its entirety, specifically those of Table 7.2.2.2.1.1(a). See Table 1 below. Stair Composition: In accordance with NFPA 101 �7.2.2.3.1.2, each stair, platform, and landing must be composed of noncombustible materials. Handrails and Guards (NFPA 101 �7.2.2.4): A handrail must be continuously graspable along a stair flight or ramp run as its purpose is to provide an aide for recovering from a misstep before it turns into a fall (NFPA 101 �7.2.2.4.5.7). A guard need not be graspable but must be of sufficient height to help arrest falls over an open side. A stair with an open side presenting more than 30 inches (760 mm) to fall must be provided with a guard or guards in addition to handrails. New handrails on the stairs shall not be less than 34 in. (865 mm), and not more than 38 in.(965 mm), above the surface of the tread, measured vertically to the top of the rail from the leading edge of the tread (NFPA 101 �7.2.2.4.5.1). The height of required handrails that form part of a guard shall be permitted to exceed 38 in. (965 mm), but shall not exceed 42 in. (1065 mm), measured vertically to the top of the rail from the leading edge of the tread (NFPA 101 �7.2.2.4.5.3). Guards must be at least 42 inches (1065 mm) in height (NFPA 101 �7.2.2.4.6.2). The handrail mounting height is permitted to be extended to as much as 42 inches (1065 mm) where the handrail forms part of the guard. In such case, the combination guard/handrail section must be graspable. Grasp ability is generally defined as being a circular cross section with an outside diameter of not less than 1 � inches (32 mm) and not more than 2 inches (51 mm) (NFPA 101 �7.2.2.4.5.6). The solicitation number will be SPMYM121Q0079.
