- --- Amendment was to specify required delivery date of 30 September 2021 to JBER, Alaska.� This requirement is for a one-time purchase order, not establishing a 5 year IDIQ.� The verbage has been adjusted on the ""COMBO"" to reflect a�purchase order and not establishing an IDIQ.� Lastly, I adjusted provision 52.212-2, to reference�FAR 13.106-1(a)(2)(iii) and not FAR13.106(a)(2). This requirement is solicited as brand name only The United States Air Force, Joint Base Elmendorf Richardson (JBER), requires Cryotech E36 Potassium Acetate for airfield deicing operations.� This requirement is for 164,000 gallons to be delivered no later than 30 September 2021 to JBER (Anchorage), Alaska. Deicing/Anti-icing Fluid for Runways and Taxiways, 50% aqueous potassium acetate solution, by weight, plus corrosion inhibitors. Must be certified to meet the requirements set by SAE AMS 1435B, �Fluid, Generic,� Deicing/Anti-Icing Runways and Taxiways.� Clear, mobile liquid, free from matter in suspension. Density at 68 �F = 11 lbs/gallon maximum. Viscosity at 68�F = 10 cp maximum. Flash Point at 32�F = 20 cp maximum. Freezing Point = -76�F or colder. All questions will be posted and answered by amendment following this date. For a quote to be considered it must be emailed to the Contracting Specialists, Christopher.Nelson.70@us.af.mi and James.Oh@us.af.mil�by the response time and date. Response time, regardless of time listed in beta.sam.gov is 23 July, 2021 at 1pm Alaska Daylight Time. Occasionally the system lists a different time or no time at all. Any quote received after 23 July, 2021 at 1pm will be late and could be considered nonresponsive. Addenda to FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020) (c) Paragraph 52.212-1(c), �Period for Acceptance of Offers,� is tailored as follows: �The quoter agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes.� �� The following is inserted as new paragraph (m) of the provision: �� �������� (m)�� Quote Preparation Instructions. A.� To assure timely and equitable evaluation of the quotes, the quotes must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of the solicitation and the attached specifications and any additional documents. ����������� B. Specific Instructions:� 1. Product Acceptability - Submit product specifications of the item being submitted in sufficient detail to evaluate compliance with the requirements in the solicitation and specifications listed in Attachment 1. 2. Price - Submit one (1) copy of price schedule listed in Attachment 1. The anticipated order is for 164,000 gallons of Cryotech E-36. (End of Addenda) �52.212-2 EVALUATION -- COMMERCIAL ITEM (OCT 2014) ��� (a) The government intendeds to award a contract resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and is most advantageous to the government, price and other factors considered. This solicitation is not stating, nor required to state, the relative importance assigned to each evaluation factor (FAR 13.106(a)(2). The following factors will be used to evaluate quotes: ����������� (1) Product Acceptability ����������� (2) Price (c) A written notice of award or acceptance of a quote will be furnished to the successful vendor within the time for acceptance specified in the quote. Before the quotes specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award. Addenda to 52.212-2 EVALUATION -- COMMERCIAL ITEM (OCT 2014) The following is inserted as new paragraph (d) of the provision: (d) Basis for Contract Award: This acquisition is conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12, 13, 16 and all applicable Department of Defense (DoD) FAR Supplement (DFARS) and Air Force FAR Supplement (AFFARS) references. Award will be made to the lowest evaluated price that meets the acceptability standards for non-price factors. The Government will evaluate price factors and intends to make award without further interchanges with quoters but reserves right to if deemed in the best interest of the Government. Quotes that fail to conform to any of the solicitation terms and conditions may be excluded from contract award consideration.��The evaluation process will include the following: A. Product Acceptability. �The Government will evaluate the submissions on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 in the ""Combo"" attachment.� B. Price � � � 1.� The Government will rank all quotations by lowest price. Award will be made to the lowest priced quotation that meets the acceptability standards for non-price factors (End of Addenda)
