Description
COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM� FOR� ACADEMIC AND SIMULATOR TRAINING ON THE C-40A AIRCRAFT INTRODUCTION Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy�s Command Aircraft Crew Training (CACT) program for academic and simulator training on the C-40A aircraft (a military version of the Boeing 737-700C with increased gross weight (IGW)).� This acquisition is necessary to facilitate pilot and crew chief currency in the C-40A Fleet.� Each of the services being acquired under this contract require use of a Federal Aviation Administration (FAA), Level �C� (or higher) simulator. NAWCTSD intends to award in accordance with FAR Part 12 � Acquisition of Commercial Items.� A commercial, Firm-Fixed-Price (FFP) requirements contract is anticipated with a 60-month ordering period commencing 01 April 2022.� The applicable NAICS code for this requirement is 611512, with a size standard of $30 million.� The Product Service Code is U099.� Interested parties may identify their interest and capability to respond to the requirement no later than 5 pm, EST, 04 March 2021. The results of the Sources Sought will be utilized to determine sources capable of satisfying the agency�s requirements.� This market research tool is being used to identify potential and eligible contractors, of all sizes, prior to determining the method of acquisition. This requirement is a follow-on procurement; competitively awarded to Flight Training International (FTI): contract number N61340-17-D-0004.� The existing contract is a commercial, Firm Fixed Priced (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type, due to expire 31 March 2022. REQUIRED CAPABILITIES The contractor shall provide ALL of the following C-40A (Boeing 737-700 IGW) specific individual courses to include: �C-40A Pilot Initial Course����� �C-40A Pilot Recurrent Course�������� �C-40A Crew Chief Initial Course �C-40A Crew Chief Recurrent Course �C-40A Additional Simulator Periods �C-40A Single Pilot Initial with Government Pilot Course �C-40A Single Pilot Recurrent with Government Pilot Course �C-40A Single Pilot Initial with Contract Instructor Pilot Course �C-40A Single Pilot Recurrent with Contract Instructor Pilot� Course �CBT Access 24/7 and 365 days The contractor shall provide ALL of the following individual non-aircraft specific courses to include: Pilot Initial International Procedures Training Pilot Refresher International Procedures Training. (classroom and eLearning)�� The C-40A pilot/crew chief training courses must be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center for the Boeing 737-700 IGW aircraft at time of training. For all courses, the contractor shall provide: All the necessary facilities Certified instructors Management personnel Scheduling and administrative personnel Materials including Courseware materials needed for each course Rights for use of materials for this contracted training, training devices and simulators The C-40A CACT program training courses require classroom (academic and practical) training, an accurately scaled cockpit poster for each student for personal use, a Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) for aircraft system training with trainee input and trainer response capability and FAA certified level C (or higher) simulator for the C-40A.� In lieu of the CFT or PTT, a higher order device may be used. All training courses shall be stand-alone in that no contractor pre-arrival training requirements of the trainee will be allowed. (This does not apply to eLearning courses) Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. All training courses shall be taught in compliance with the C-40A model manager approved training syllabi. The contractor will be required to submit a training syllabus for each course for government approval. ADDITIONAL INFORMATION The C-40A pilot training courses will not require a FAA Type/ATP check flight or certification. Pilot initial course attendees will be designated military aviators. C-40A pilot recurrent course attendees will be qualified military C-40A Pilot-in-Command (PIC) or second pilot military aviators that will have normally completed the C-40A pilot initial course. All international procedures course attendees will be designated military aviators. ELIGIBILITY The applicable NAICS code for this requirement is 611512, with a size standard of $30 million.� The Product Service Code is U099.� Small business are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. �If applicable, respondents shall include their socio-economic status.� Please identify SDVOSB, HUBZone, 8(a), etc. status as applicable. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Businesses capable of accomplishing the required services are invited to submit literature, brochures and capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch.� Summaries shall identify, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact).� Small Businesses are encouraged to address all required capabilities identified above. The results of the sources sought synopsis will be used to assist in the determination of an acquisition strategy, if it is determined that this requirement will be an unrestricted competition, the government intends to evaluate the small-business responses and conduct further market research to identify a subcontracting goal.
