- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This is a source�s sought notice only and it is not a solicitation announcement.� The purpose of this sources sought notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 333314 (Optical Instrument and Lens Manufacturing).� Responses will be used by the government to make appropriate acquisition decisions.� After a review of the responses to this source�s sought notice, a solicitation announcement may be posted.� A response to this source�s sought notice is not an adequate reply to a potentially forthcoming solicitation. The Department of Veterans Affairs, Network Contracting Office-10, in support of the VISN 10 Optical Eyeglass Manufacturing Lab located at 5610 Dividend Road, Indianapolis, IN 46241 is seeking authorized Service Disabled Veteran Owned Small Business (SDVOSB�s), Veteran Owned Small Business (VOSB�s), Small Business or Large Business manufacturer distributors that can provide Ophthalmic Edger System Equipment/Machines.� No reimbursement will be made for any costs associated with providing information in response to this Sources Sought and no contract will be directly awarded on the basis of this sources sought.� Any information submitted by respondents to this Sources Sought shall be voluntary. The intent of this notice is for informational purposes only. See attached document: 36C25021Q0811 Sources Sought and Objective-Ophthalmic Equipment Machines. STATEMENT OF WORK The VISN 10 Optical Lab, located in Indianapolis, IN is requiring replacement of four (4) eyeglass lens edging machines that are presently in operation at this location. The primary requirement of this procurement is for the VISN 10 Optical Lab to achieve an estimated aggregate production rate of approximately 400 or greater edged lens per hour with block-less automated edging machines, utilizing standard VCA trays. The VA�s present estimated lens composition specifications/parameters are as follows: Material: CR-39- 70%, Poly- 22%, Hi-Index- 8%, Glass- 0% Polish use- approximately 15% of total production Design specs- 0% drill mount, Bevel placement- very basic, 0% extreme wraps, 0% shelf beveling Due to laboratory space limitations, this procurement shall not exceed replacing up to four (4) machines, but final determination of total number of replacing edger machines required to successfully meet or exceed the 400 lens per hour requirement will be dependent upon each replacement machine�s estimated production rate.� All edging production equipment, supporting machine hardware, fasteners, software, setup, rigging, and installation labor necessary for the current equipment to be removed and replaced.� Shipping, training, technical manuals and 24/7 phone support should be included in pricing. The equipment to be delivered must fully integrate with the existing conveyer system production configuration lay out.� Please see the attached, space and present machine specifications drawing for your ability to meet the VA Optical Lab�s space limitations.� Present space includes: 4 separate 480V/3 phase lines with PE (ground), 4 data lines, 4 air lines (125psi each) and two (2) water supply lines.� A single floor water drain is available; however, present edging machines utilize an OEM water recycling system.� The replacement edging machines must be capable of full operational integration with Optivision� Lab Management Software (LMS), as well as being fully operational with the industries top LMS platforms (minimal three (3) additional LMS systems), and include all machine operational controls and technical manuals written in English. Quote proposal shall include current equipment disconnection and removal (not disposal), installation of replacing equipment and securement to floor (machines and/or conveyer, if required), utilities connection of power, water, air, data.� Integration and all necessary modifications required to fully integrate new equipment into existing NCC conveyor system, all operational software and calibration equipment necessary, and final operational verification punch-out.� Training for OEM operation up to four (4) VA employees, calibration and routine preventative maintenance with technical support should be included.� The replacement edger�s shall be fully operational for the VISN 10 Optical Lab�s immediate production utilization upon final completion of install.
