Description
NASA Langley Research Center (LaRC) intends to increase the ceiling to the Reliance Consolidated Models V (RECOM V) multiple award IDIQ contracts:� 80LARCD0005 (Advanced Technologies, Inc.), 80LARCD0006 (Calspan Systems Corporation), 80LARCD0007 (Eagle Aviation Technologies, LLC), and 80LARCD0008 (Micro Craft, Inc.).� The RECOM V contractors provide the only source of unique Agency-wide services and capabilities for the design and fabrication of aerospace model systems and development test hardware used for spaceflight, flight, spaceflight development, and ground-based tests.� The research models and hardware may be used in various facilities such as NASA wind tunnels, air/water flow turbine/pump facilities, aircraft, spacecraft and other existing and future laboratory environments.� The models fabricated are one-of-a-kind research models.� NASA Centers other than Langley have requirements for the RECOM V contractors� services, but the current cost ceiling limits procurement opportunities.� RECOM V has been utilized not only by LaRC but also by Glenn Research Center (GRC).� It can, and should be, used more across the Agency.� Increasing the ceiling is a practical approach for making these unique services readily available, benefiting more Centers and the Agency mission.� The work is performed at the contractor�s facility and the contractor provides all equipment.� Pursuant to 10 U.S.C. 2304 as implemented by FAR 6.302-1, out-of-scope, modifications will be issued to all four RECOM V IDIQ contracts to increase the total maximum cumulative value by $10M changing the ceiling from $9.5M to $19.5M.� The 5-year period of performance (November 1, 2018 � October 31, 2023) remains the same. The ceiling increase is required due to work under the four IDIQ contracts increasing which includes work from other NASA Centers.� In addition, increased capacity resulting from the use of four contracts under RECOM V as compared to two contracts under RECOM IV is driving the contract to be more active.� The cumulative total of the delivery orders issued to date have reached 80% of the current ceiling with approximately 2.5 years remaining on the period of performance.� Increasing the ceiling will encourage efficiencies and further agency-wide utilization. �� � � The RECOM V contracts were awarded competitively as a small-business set-aside under NAICS code 541715 and Small Business Standard 1,500 employees.� All government contractors must be registered and active in the System for Award Management (SAM), at www.sam.gov. This notice intent to increase the RECOM V ceiling is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 3:00 p.m. eastern standard time on July 16, 2021.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.� All responsible sources may submit an offer which shall be considered by the agency.
