- NPS Solicitation DOIPFBO210053 Vicksburg NMP Supplemental Limited Subsurface Investigation (SLSI) Vicksburg National Military Park, Vicksburg, MS Architect-Engineer (Title III) Services Notice of intent to solicit and negotiate with only one source under the authority of FAR 6.302. In accordance with FAR 5.203(a), the NPS hereby allows a 15-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The National Park Service, Region 2, South Atlantic Gulf, intends to solicit and negotiate a sole source requirement with Mill Creek Environmental, LLC (MCE) 4055 Highway 53 E, Dawsonville, GA 30534 under the FAR Authority 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is the performance of Title III services to conduct a Supplemental Limited Subsurface Investigation (SLSI) of a portion of a 137-acre unimproved parcel of land located in Edwards, Mississippi, approximately 20 miles east of Vicksburg NMP, Vicksburg National Military Park, Vicksburg, MS. The requirement is for architect and engineering services to provide Title III / Construction Administration services for the project identified in the preceding paragraph previously performed by MCE to include extensive experience in the environmental assessment of real property as well as the remediation and management of the identified contamination. In 2019 MCE conducted a Phase 1 Environmental Site Assessment and a follow-up Limited Subsurface Investigation of the subject property. Through these previous investigations, MCE has compiled a comprehensive knowledge of the subject property's historical background and physical characteristics relative to the presence and potential sources of existing contamination. The experience and knowledge of the subject property attained through prior investigations makes MCE uniquely qualified to design and implement a logical supplemental subsurface investigation tailored to determine the most prudent boundaries of a partial acquisition of the subject property by the NPS. Due to their intimate understanding of the site subject property's historical use, physical conditions, and prior comprehensive testing and analysis for a broad suite of environmental contaminants on the site of the specific subject property, MCE is the best qualified. MCE was selected to conduct the SLSI in accordance with the Brooks Act procedures and previously furnished services under a recently expired contract. As the previous vendor for the Phase 1 Environmental Site Assessment and a follow-up Limited Subsurface Investigation of the subject property, this is the only firm with knowledge and information to perform required follow-on services while also maintaining contractual responsibility as the firm on record. Another firm would be required to duplicate the entire effort, creating unnecessary and substantial delays and costs to the Government. The estimated costs are not greater than the simplified acquisition threshold and award is expected to be completed on July 26, 2021. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. All questions pertaining to the synopsis can be directed to jade_bynum@nps.gov or by calling (404) 430-7906. This is a sources sought for interested vendors for this project. A solicitation will not be released for this requirement if no vendors are interested. If NPS does not receive interest from the industry, this will be a notice of intent to award on a sole source basis to Mill Creek Environmental, LLC.
