Description

The 99th Contracting Squadron intends to award a sole source purchase order to Sysmex America, Inc, located at One Nelson C. White Parkway, Mundelein, IL 60060, �under the authority �of FAR 6.302-1 and 10 U.S.C. 2340(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The 99MDG Mike O� Callagham Military Medical Center requires the UN3000 line (Novus chemistry strip reader/UF ) Analyzer. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required hardware and software.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the closing date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source purchase order. The following is a statement of the contractor�s unique qualifications and why the nature of this acquisition requires the use of the authority cited above: The UN3000 line (Novus chemistry strip reader/UF 5000) analyzer has the following unique capabilities and features. All of these features, are critical to the mission of the MOMMC (Mike O'Callaghan Military Medical Center ) and, combined, cannot be found in any other similar analyzer. The UN3000 line uses the insight quality control program which the lab currently utilizes.� This streamlines quality control procedures and minimizes retraining. Insight quality control program is only utilized by Sysmex. The UN3000-line utilizes florescent flow cytometric methodology to quantitative RBCs, WBCs, Casts, Bacteria and Epithelial cells, which is only used by the Sysmex UF 5000.� In addition, the analyzer can detect down to a size of 0.488um for urine particles.� In efforts to provide high quality patient results studies have shown the UF-5000 to have better sensitivity and specificity for bacterial comparisons.� In addition, the UF-5000 uses a blue semiconductor laser that is 488 nm to identify smaller particles, which is the only analyzer that can read at this measurement. UF 5000 being able to read at 488 nm is more accurate in the detection of bacteria and the diagnosis of a UTIs. Lastly, the UF-5000 uses a smaller sample volume allowing the lab to perform testing on difficult samples collections and critical patients. The line uses RFID cassette technology removing the need for manual entry of reagent data, this is essential in removing tech errors and aids in compliance for the College of American Pathologists inspections by not having expired reagents on-board.
