Description
This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with FLIR Commercial Systems, located in Nashua, NH for a high-resolution thermal camera, Lenses, Software, and custom temperature calibration. The USGS requires the thermal camera to acquire high-resolution thermal images of volcanic activity in Alaska. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. FLIR Commercial Systems is, to the USGS� knowledge, the only source who can provide the custom calibration. FLIR Systems can make a calibration setting between -20�C and 1200�C, which is highly desirable for monitoring high-temperature lava flows, as it can capture both the cold Alaska background (down to -20�C) and the peak lava temperatures (~1100�C). One or more of the items under this acquisition is subject to Free Trade Agreements. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code � 333314 Optical Instrument and Lens Manufacturing and associated size standard is 500 - Size standards in number of employees apply to this announcement. The Product Service Code is 6650 Optical Instruments, Test Equipment, Components and Accessories. Responses or inquiries shall only be accepted through electronic mail addressed to cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than July 6, 2021. Responses submitted by hardcopy shall not be accepted or considered. Handheld thermal camera with wide-angle lens and software � Temperature calibrated, digital radiometric output � Detector array size: >1000 pixels horizontal, and >700 pixels vertical � Uncooled microbolometer � Longwave IR, ~7.5-14 microns � Temperature range: down to -20 Celsius or lower, and up to at least 1200 Celsius � Ability to image below 0 C and above 1000 C in a single temperature gain setting � 45 (+/- 5) dg horizontal field of view lens � Internal image saving of full radiometric images to removable media card with a rate of at least 20 images per second, with the duration of the saving limited only by the removable media capacity � Hand-portable form factor � i.e. LCD viewfinder, handstrap, neckstrap (roughly similar size/shape to standard camcorder) � Built in visual camera, at least 3 megapixels, field of view coregistered with thermal camera � Weight: <5 lb total (including battery) � Battery powered: min. 2 hour rechargeable field-replaceable battery � <70 mK sensitivity (NE delta T) � IP54 encapsulation or better � Ability to save image sequences to single file (i.e. not individual images) � Built in GPS with coordinates tagged to image header � Complementary software specifications � Ability to review sequence of collected images, by advancing frame by frame � Ability to adjust emissivity and atmospheric correction values for collected image set � Ability to export radiometric data from images as CSV or Matlab format in batch manner Medium-angle lens � 28(+/-5) dg (horizontal field of view) lens for thermal camera, with high-temperature calibration Custom temperature range of -20 C - 1200�C
