Description
The Hellenic Republic intends to invite bids for the procurement and installation of a New IFF for the NAMFl radar at the Traopida site in Chania, Crete. In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibilty (DOE) by the U.S. Government. The security clearance level of the project is NATO RESTRICTED. The reference for this project is ICB-K-483N and all correspondence in relation to the project should refer to this reference. � The contract will be awarded to the lowest compliant bidder. Firms will be required to prove that they are specialized in the implementation of projects similar to the scope of the subject project (design, manufacture, installation of IFF (SSR) systems) and that they have already implemented or they are presently implementing similar projects in one of the NATO countries. Specialization certificates along with all other bidding documents should be submitted by�the bid closing date. SUMMARY OF REQUIREMENT The scope of this project is the design, manufacture,�and installation of a new IFF (SSR) type MKXIIA at Traopida' s site Radar (PSR) at NAMFI Crete. The contractor shall be responsible for the following: -�� �Infrastructure enhancement and/or�and installation of new supporting infrastructure. -�� �Installation and integration of the new IFF equipment (hardware/ software) with the existing upgraded Radar at Traopida site. -�� �Testing and evaluation of the equipment. -�� �Training and Documentation. -�� �Provision of the required maintenance support during the warranty period. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting entity. � IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by 06 August 2021 Distrition of the ICB documents: 20 September 2021 � 01 October 2021. Bid Closing (estimated): 16 November 2021 Period of Performance: The anticipated time to complete the contract is 730 calendar days from the date of the contract signing. �
