Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Mission to supply the Autodialer System �for the Raymark Superfund Stromwater Pump Station project at Stratford Connecticut.� The eventual operator of the Pumps Station, the Town of Stratford currently features a Mission autodialer system which is capable of detecting alarm signals from various locations in Town and alerting appropriate personnel of the alarm condition. This system is used Town-wide. With the Mission system, the Town DPW personnel can respond appropriately based on the specific, alarms transmitted and can access the facilities with a single coded key. The Town wide autodialer ystem is Mission.� The Town staff is trained for in-house testing, inspection, and maintenance of the Mission system and has an inventory of replacement parts.� Use of another manufacturer�s equipment would require additional training and an additional inventory of compatible replacement parts. Both of these would increase the time required to return an impaired system to service as well as the cost of doing so.� The use of a single system allows personnel to respond to multiple locations without additional training or knowledge making it easier to transfer personnel between facilities as needed.�� The Mission system also tracks specific personnel entry and exit. If used personnel could be issued a single key for use at multiple Town locations. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mission security reporting system.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.� All responses received within 15 days of the posting of this notice of intent will be considered by the Government.� A determination by the Government to require the brand name for the Mission security system is solely within the discretion of the Government.� Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
