- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Gradient Lens Corporation (Rochester, NY) for the purpose of procuring Hawkeye Pro Semi-Rigid Borescopes. Only this suggested source can furnish the requirement because TACOPS Ill requires borescopes that match the original ones as closely as possible to minimize modifications of the TACOPS Ill's specialized equipment. Gradient Lens Corporation is the only company that manufactures semi-rigid borescopes of less than 1 mm diameter, 6 inches in length, a field of view of 55 degrees and a 90 degree look angle with a high pixel count of 10,000 pixels or more. Specific characteristics of the Gradient Lens Corporation Borescopes that limit availability to one manufacturer: Semi-Rigid 90-degree Borescopes, Model HSR 009 0159 55, 0.9 mm diameter, 150 mm length, 55-degree field of view, 90 degree viewing angle. � Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. TACOPS III needs to purchase new borescopes that match the ITI borescopes as closely as possible to minimize the changes that need to be made to our specialized equipment.� The Gradient lens borescopes most closely match our current borescopes and meet our performance requirements. This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 � Optical Instrument and Lens Manufacturing; the size standard is 500 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Naporshia Jackson via email only at NLJackson@fbi.gov, no later than 1:00pm (Central) on Thursday, July 8, 2021.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.� Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
