Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. FAA Reauthorization Act of 2018, Section 326, Aircraft Air Quality, Subsection (c), mandated that the FAA commission a study by the Research in the Intermodal Transport Environment (RITE)/ Airliner Cabin Environment Research (ACER), Center of Excellence (COE) to: Identify and measure the constituents and levels on representative commercial aircraft; Assess the potential health effects of constituents on passengers and flight crew; Identify technologies suitable to provide reliable and accurate warning of bleed air contamination; and Identify potential techniques to prevent fume events. This procurement is for Phase II of the research effort to monitor bleed air contamination in airplane cabins.�� RITE ACER COE is no longer available to perform these requirements. Accordingly, in an effort to satisfy Congressional intent, the FAA intends to award a single-source contract to Kansas State University, a former member of the RITE ACER COE.� Market�research further confirms that single-sourcing these requirements to Kansas State University is in the FAA�s best interests because of Kansas State University�s unique capabilities to perform these requirements. Accordingly, it is in the best interests of the FAA to pursue a single-source award.
