- REQUIREMENT The National Oceanic Atmospheric Administration (NOAA), Marine Operations Center, 439 West York Street, Norfolk, VA 23510 has a requirement for asbestos abatement and space restoration in several spaces in accordance with the attached Statement of Work.� On-Site work is to begin within 5 days after notice to proceed and the project shall be completed within 120 days of notice to proceed. Statement of Magnitude � Between $25,000.00 and $100,000.00 Site Visit may be arranged by contacting Willie Williams, 757-441-6779, Willie.Williams@noaa.gov This procurement is 100% set aside for small business concerns.� The associated NAICS code is 562910, Remediation Services with a business size standard of $22 million. Construction Wage Rate (Davis Bacon Act), Wage Determination VA20210160, Mod 3 dated May 27, 2021 is applicable to this solicitation and any resulting award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Demonstrated Understanding of the Statement of Work (Technical) ***�Demonstrated understanding� is defined as a description of how the work will be performed by directly addressing the requirements in the statement of work.� Submission of pricing alone does not demonstrate understanding. Price Past Performance Technical and past performance, when combined, are of more importance than price. Evaluation Criteria Ratings and Definitions: ����������� Technical � �Exceeds� � Offer provides accelerated completion schedule (at a reasonable price), proposes specific cost savings, or other such benefit to the Government. �Meets� � Satisfies the requirement but does not offer added benefit. �Does Not Meet� � Offer does not adequately demonstrate understanding; i.e. offer only addresses pricing and not approach. Past Performance � �Acceptable� � Has satisfactory or better past performance either with NOAA or as documented in the Contractor Performance Assessment Reporting System (CPARS). �Not Acceptable� � Has negative past performance with NOAA or as documented in CPARS. �No Past Performance� � Vendor has no past performance with NOAA or documented in CPARS.� This is a neutral rating and will not negatively affect ranking. Price � Offered prices for specific tasks performed or specific outcomes to be achieved and under standard industry terms and conditions.
