- The Centers for Disease Control and Prevention, Office of Acquisition Services, intends to award a sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to Safe Water & Aids Project (SWAP), 40100 Kisumu - Kenya, to acquire services in generating sets of biological samples from persons with Schistosoma mansoni or Schistosoma haematobium infections that can be used for laboratory development and evaluation of new diagnostic tools. Biologic banks are needed for tools that can assess morbidity, monitoring and evaluation of ongoing control programs, elimination and surveillance. The vendor will operate in an area where both S. mansoni and S. haematobium infections are endemic and filarial infections (lymphatic filariasis and onchocerciasis) are rare to non-existent. Western Kenya surrounding Lake Victoria is the recommended location to collect these samples. �SWAP is keenly familiar with the unique challenges that residents near Lake Victoria may encounter, including the potential barriers they may face in obtaining detection of schistosomiasis-associated morbidity. This knowledge can be applied for best evaluting and improving tools for mapping schistosomiasis and implementing control, including elimination as a public health problem in western Kenya.� Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable. No request for quote will be issued based upon this notice of intent. This synopsis ends in 10 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified services via email to srehan@cdc.gov. Please include Notice ID (2021-55793) and respond by July 10, 2021 at 4 PM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
