Description
Peace Corps seeks candidates highly experienced in administrative, financial, and budget management with the ability to travel on extended assignments to support posts in the Europe, Mediterranean, and Asia (EMA); Africa (AF); and/or Inter-America and the Pacific (IAP) Regions as a Roving Director of Management and Operations (DMO) personal services contractor (PSC).� The Roving DMO will work in an overseas Peace Corps post to manage, provide, coordinate and supervise the full range of resource management activities and administrative support functions including: budgeting and financial management, supervision of administrative unit, procurement, physical resources management, human resources management, volunteer support, and management of safety, security, and occupational health programs. The Roving DMO maintains and develops responsive and effective administrative procedures and ensures there is ongoing evaluation of their effectiveness. The Roving DMO also provides technical advice and guidance to staff and Volunteers on policy and post management issues. The Roving DMO reports to, and is supervised by, the Chief Administrative Officer (CAO) of the Region to which they are assigned. The Roving DMO is a senior staff member of the post�s team actively involved in all aspects of Peace Corps operations, including programming, training, and overall volunteer support. He or she will also serve as a leader, contributing to the vision and management of the post and ensuring that resources are effectively and efficiently managed. See attached Statement of Work for complete description of responsibilities. With the applications received in response to this advertisement, Peace Corps may, at its discretion, fill one or more Roving DMO PSC position(s) which may materialize within six (6) months following the closing date of this advertisement, or may decide not to fill any such PSC positions.� All PSC positions are subject to the availability of funds and continued need. Working Conditions: Flexible work schedule and frequent travel. This position requires travel 100% of the work days included in the contract on overseas assignments to support a post's administrative and management needs, and therefore requires extreme flexibility and adaptability. The anticipated personal services contract(s) will be for a one-year period with up to three (3) or four (4) option years, exercisable based on satisfactory performance, availability of funds, and continued need.� Depending on specific position requirements, certain contracts will be written as full-time (260 work days authorized per contract year, a minimum of 40 hours of work per week), whereas others will be written as intermittent (less than 260 work days authorized per year).� For intermittent contracts, the work schedule will be full-time on an as-needed/intermittent basis (averaging a minimum of 8 hours per work day), with up to 260 work days authorized per contract year.� No minimum number of work days authorized per contract year or work days per contract year actually worked are guaranteed.� The Roving DMO may be required to hold a duty phone and/or to respond to off-hour calls or attend off-hour meetings (i.e. nights, weekends, and holidays) related to their position. The selected applicant(s) must follow all health and safety guidelines (including COVID-19 protocols such as masking, social distancing, hand hygiene, submitting to temperature checks, and following quarantine requirements, etc.) as specified by the position by the Peace Corps. Compensation and Benefits: Daily pre-tax compensation will be negotiated within the appropriate range for the position at the discretion of the Peace Corps Contracting Officer. Items of consideration may include salary history and experience. Benefits will be offered for this position in accordance with guidance provided by Peace Corps' Sub-Office of Acquisition and Contract Management. Relocation costs will not be covered by Peace Corps.� For intermittent contracts, no dependent expenses will be covered by Peace Corps. Required Qualifications: * United States Citizenship � may be required for some positions and not required for others. * A background�security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation.� For United States Citizens, a Top Secret background clearance is required. * The contract award will be subject to the contractor receiving adequate medical evaluation and clearance for overseas assignments worldwide.� For United States Citizens, a worldwide medical clearance is required. * The contract award will be subject to the contractor successfully registering in the System for Award Management (www.sam.gov). * Minimum three years' experience in administrative, financial, and/or budget management, to include areas such as management and oversight of imprest fund, property, inventory, payroll, and/or recurring budget review processes. * Minimum of one year of experience in human resources and personnel management within a cross cultural workplace, including ability to provide guidance and make decisions in compliance with agency policies and local labor law and practices. * Experience managing a multicultural team in an overseas environment, including supervision of staff to execute the office's mission and vision. * Experience leading personnel actions and processes. * Familiarity with the United States Federal budgeting process and an understanding of federal budget regulations. * Experience in overseeing procurement and acquisition management. * Experience performing review and analysis of financial, administrative, and personnel systems, decisions, and/or processes. * Experience in monitoring administrative and management controls. * Experience responding to audits, evaluations, and other requests from Headquarters offices. * Experience developing and leading training on relevant topics for staff. * Ability to work with confidential situations. * Ability to develop working relations with the American Embassies. * Ability to communicate effectively orally and in writing in English. * Ability to relocate to other overseas posts for undefined periods of time. The selected applicant(s) must successfully complete Peace Corps Overseas Contracting Officer training in order to receive a procurement warrant before beginning an overseas assignment requiring procurement authority under the contract. All candidates found to be technically qualified upon initial application review will have the paper application materials they submitted reviewed further in accordance with the following evaluation criteria: * Experience supporting volunteers with Peace Corps, an international student program, or another international organization.�� * Experience as a warranted Federal Government Contracting Officer. * Experience overseeing systems and policy related to financial management and budgeting with an international organization.� * Experience overseeing systems and policy related to property management (inventory, vehicle fleets, and facilities) with an international organization. * Experience in human resources and personnel management within a cross cultural workplace (including and/or in addition to the minimum of one year required experience). The most highly ranked candidate(s) following the paper application review process described above will be invited to complete one or more interview(s), which will cover, at a minimum: * The applicant�s training, skills, and/or experience in the areas specified in the Statement of Work. * The applicant�s accuracy and/or style when responding to scenarios and/or problem statements. * The applicant�s English proficiency and professional comportment during the interview. Please also note that the following may also be evaluated by Peace Corps: * Past performance in similar positions (both formal and informal information regarding past performance may be sought by Peace Corps and considered).� Past performance information may be obtained on both hard skills (i.e. technical experience and expertise, quality and timeliness of work product produced, etc.) and soft skills (i.e. professional judgment, professional demeanor, leadership abilities, ability to work as a member of a team, etc.). * Country or Region-specific experience related to the possible countries of assignment. * Skill in language(s) related to the language(s) utilized in countries of possible assignment. The highest ranked candidate(s) following the interview(s) will have their references checked. Based on the outcome of those additional application reviews, interview(s), and/or reference�checks/past performance reviews, applicant(s) may be tentatively chosen to fill open Roving DMO PSC position(s) for Peace Corps.
