- W9123621B2040 Ship Loading and Unloading Mock-up Fort Lee, VA � This is a pre-solicitation notice. This is NOT a solicitation.�Do NOT submit proposals or questions in response to this notice.� The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) acquisition for the construction of a ship loading and unloading mock-up at Fort Lee, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, with a Business Standard of $39.5M and Product Service Code of Y1JZ � Construction of Miscellaneous Buildings. In accordance with FARS 36.204 Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000. Project Description:� Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of constructing a ship mock-up for training soldiers in the methods and techniques for loading and unloading a cargo ship.� The facility will be used to drive military vehicles in one end, properly secure the equipment within the facility and release and drive the equipment out of the facility. The facility will be located at Fort Lee, Virginia The project consists of a 2,000 square foot (facility is approximately 80 FT by 25 FT), single story industrial type facility with provisions to include:� A replica of a cargo ship with two ramps to accommodate roll-on/roll-off capabilities of vehicles. The facility will include two access ramps located on each end for driving different pieces of equipment into the replica. Supporting facilities include electrical services for fluorescent lighting in the interior, emergency and egress lighting, and ventilation exhaust fans located at the opposite end of the loading ramps; underground storm water storage system; bio-retention filter; new gravel hardstand; and site improvements. The associated site work includes installation of electrical and communication support utilities, as well as a mass notification system. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. The project will provide a building that will be safe to personnel, protect mission critical assets and comply with current design criteria and all applicable codes. A record of Environmental Consideration has been completed for this project.� The DRC that are anticipated to be in the solicitation is as follows: Bidder shall provide three example projects that each demonstrates completion of new construction of a facility involving a minimum of 2,000 square feet of enclosed metal structure � Bidder shall provide three example projects that were constructed within a United States Military Installation. The bidder may demonstrate experience with individual elements in one project or may demonstrate experience with each element in separate projects provided the bidder demonstrates performance of each element in two different projects. Projects must have been completed within eight (8) years prior to the date of this solicitation. The work defined in each criteria may have been performed by the low bidder, either self-performed as a prime contractor or as a subcontractor on the submitted project, or by an intended subcontractor, provided that the subcontractor signs a letter of unequivocal commitment. The letter, on the subcontractor�s letterhead, should state that the subcontractor provides an unequivocal commitment to perform the work in the event that the low bidder is awarded the contract. The low bidder shall provide a narrative for each submitted project.� It shall include: Project name Contract amount Contract number, if applicable Owner POC and contact info Description of work performed that demonstrates performance of the required construction elements Please note the DRC are subject to change before the official solicitation is posted. The IFB and accompanying documents will be issued electronically and will be uploaded to SAM.gov on or about 30 July 2021. Telephone calls or written requests for the IFB package will NOT be accepted. � Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
