- SKIFFES CREEEK MAINTENANCE DREDGING, FORT EUSTIS, NEWPORT NEWS, VIRGINIA This is a pre-solicitation notice.� This is NOT a solicitation.� Do NOT submit proposals or questions in response to this notice. �W9123621B5021: The Norfolk District, Army Corps of Engineers is anticipating a future procurement for a Firm-Fixed Price Unrestriced, Invitation for Bid (IFB), Construction contract, for Skiffes Creek Maintenance Dredging, Ft. Eustis, Newport News, Virginia. Description of Work This Project is a part of the 3rd Port Improvements project sponsored by Joint Base Langley-Eustis, a joint US Air Force and US Army facility located adjacent to City of Hampton and City of Newport News, Virginia. The main objective of the Maintenance Dredging project is to perform maintenance dredging and debris removal in the Skiffes Creek entrance channel at the 3rd Port, Ft. Eustis. Entrance channel will be dredged to elevation -21 feet mean lower low water (MLLW) from station 00+00 to station 76+64; to elevation -18 feet MLLW from station 76+64 to station 83+53; and to elevation -12 feet MLLW from station 83+53 to station 90+67. Up to one (1) foot of over depth will be allowed. All dredged material shall be hydraulically placed by pipeline into the nearby upland placement site, Fort Eustis Dredged Material Management Area (FEDMMA). All removed debris shall be disposed off-site per local and Federal regulations. The project will also consist of refurbishing the existing confined upland placement site by filling low areas to a minimum elevation of +34 feet MLLW across the entire site and re-establishing a 15-foot wide crest. Upland placement site shall be refurbished prior to dredging operations. Side slopes will be re-graded in accordance with the construction drawings. �The effort will be solicited and awarded as an unrestricted requirement utilizing the Sealed Bid procedures under FAR Part 14 with Definitive Responsibility Criteria.� (the DRC listed below are anticipated they may or may not change in the solicitation). Definitive Responsibility Criteria These criteria are specific and objective standards established by an agency as a pre- condition to award, designed to measure a prospective contractor's ability to perform the contract. In order to be found responsible, the apparent low bidder must demonstrate their past experience in all defined work criteria. 1) Upland Site Refurbishment. Project experience comparable and consistent with the scope of work described in the drawings and specification sections contained in Division 31 - Earthwork, included as part of this Solicitation. 2) Dredging and Removal of Substantial Amount of Debris in Subaqueous Environment. Project experience comparable and consistent with the scope of work described in the drawings and specification sections contained in Division 35 - Waterway and Marine Construction, included as part of this Solicitation. Construction Time Anticipated solicitation issuance timeframe is on or about July 2021. The construction Period of Performance will be approximately 200 calendar days from issuance of the Notice to Proceed (NTP). The solicitation will be issued on the System for Award Management website (https://beta.sam.gov/) all interested firms are responsible for monitoring the Beta.Sam database for the Solicitation and all amendments. No phone requests will be honored. All responses will be submitted electronically. In accordance with FAR 36.204, the estimated Magnitude of Construction price range for this project is between $5,000,000.00 and $10,000,000.00. NAICS Code 237990 � Dredging and Surface Cleanup Activities, applies with a Small Business Size Standard of $30,000,000.00. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
