Description
This is a pre-solicitation notice. The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Richard B. Russell Agricultural Research Center (RRC) in Athens Georgia, has a requirement to modernize the existing generator paralleling switchgear controls at RRC in Athens, Georgia by replacing obsolete parts and maintaining portions of the system that do not require updating to create a more reliable and serviceable system.� The work consists of but is not limited to:� The contractor shall furnish all labor, materials, and equipment and perform all work in strict accordance with the Statement of Work / specifications for the Modernization of Existing Caterpillar Generator Paralleling Switchgear.� Description of existing system:� The existing system has 2 main power feeds from Georgia Power and three 800KW Caterpillar generators that are providing power through the main switchgear.� There are 2 load sections that provide power into the facility with multiple breakers for the loads.� There are 2 tie breakers between the generator breakers and the load sections.� The system has load shed capability for start- up.�� The purpose of this work is to replace obsolete components in the generator paralleling switchgear and the generator mounted control panels.� The project will modernize the equipment to increase serviceability and reliability without having to replace the entire system. ��The main CPU, touch screen interface and 24VDC battery back- up are current and will not be replaced.� The existing Basler utility breaker protection will not require replacement or alteration. USDA ARS SEA intends to issue a Request for Proposals for a firm fixed priced contract.� The solicitation is anticipated to be a Total Small Business Set-Aside.� The NAICS code for this requirement is 238210 with a size standard of $16.5M.� Contractors shall not directly contact the�facility to discuss this requirement.� During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The magnitude of this project is between $250,000 and $500,000. The Government anticipates issuing an RFP for this requirement on about July 16, 2021.� This notice does not commit the U.S. Government to contract for these services.
