- PLAXIS SOFTWARE UPGRADE THIS IS A SOURCES SOUGHT NOTICE ONLY. NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE. This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 541519 (Information Technology Value Added Resellers) and the size standard is 150 Employees. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The U.S. Geological Survey (USGS), Geologic Hazards, Landslide Hazards, Golden, CO has a requirement to purchase Brand Name - PLAXIS 3D Ultimate Perpetual Software License, and PLAXIS 3D Ultimate SELECT Software Subscription manufactured by Bentley Systems, Inc. PLAXIS is finite-element geotechnical modeling software, meaning that it uses a finite-element mathematical approach to solving problems, and it is used to model forces acting within soil and rock. USGS, Geologic Hazards, Landslide Hazards use it primarily to analyze potential and real landslides and other ground failures, and how they react to different forcing conditions, such as rainfall, earthquakes, strength variability with time, etc. USGS, Geologic Hazards, Landslide Hazards is requesting this software to test research hypotheses, and for emergency response activities (these are the two core missions of the Landslide Hazards Program). USGS, Geologic Hazards, Landslide Hazards have long had PLAXIS 2D, which models conditions in two dimensions, and we are seeking to upgrade that to PLAXIS 3D, which models conditions in three dimensions. This upgrade will significantly improve the accuracy of our emergency assessments and research, as it has long been known that complex landslide geometries and lateral boundaries cause significant uncertainty with two-dimensional model results; three-dimensional models are specifically developed to directly account for three-dimensional conditions and complexities. All business concerns who believe they can provide the PLAXIS 3D Software should submit the following information to the Contracting Officer. 1. The firm shall specify that they are either a: a. Small Business (8(a), HUBZone, SDVOSB, etc.) or b. Other Than Small Business under the NAICS Code listed in the announcement. 2. The firm shall provide a point of contact name and e-mail information, and the firm�s Cage Code, and D&B Number. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will NOT be notified of the results of the evaluation. This is NOT a request for quotations. The Government does not intend to award a contract based on responses received under this announcement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION OR ON A SOLE SOURCE BASIS. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration no later than 2:30 p.m. Mountain Daylight Time (MDT) on Friday, July 9, 2021.
