VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: VA-21-00038311 Contracting Activity: Department of Veterans Affairs, VISN 01, VAMC Manchester, NH Medical Center 2237 info: Planning: VA-21-00038311 Funding: 608-21-2-4808-0132 Contracting: 36C241-21-AP-1173 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The contractor will provide a replacement chiller for facility. This services several critical areas to include the Operating Room. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Time is of the essence to conduct this replacement and the need is urgent and compelling. There are currently two chillers. Both are past their life expectancy and are not reliable. Description of market research conducted and results or statement why it was not conducted: eMarket research was not completed as this is a reasonable cost to conduct an emergency repair. As stated above time is the critical factor here. If this effort is delayed due to administrative actions, the OR may need to be shut down if proper temperatures and humidity cannot be maintained. Additionally, it is possible that the OR could go out of compliance during a procedure resulting in a non-compliance issue with a patient on the bed.
