- The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to SCIREQ Scientific Respiratory Equipment, Inc. for 1 FlexiVent Complete System Solution and 1 Digital Single Channel Isolated EKG Amplifier with Remote Installation and Training, and 3 years of additional Premium Care Warranty Service. The flexiVent Complete System Solution includes the following: flexiVent FX2 system - 4.2 ml stroke, FX base unit, FX Module 2 - 4.2 ml stroke - field serviceable, FX adapter for modules 2 & 3, flexiWare software version 8.1 full license, Y-tubing Kit for use with FX Module 2 & 3, flexiVent test load kit - small, Cannulae & covers - (18g pack of 4), Intubation tubes - (18g pack of 10), Gas integration kit (small), Subject Bed for flexiVent (small), Pressure manometer 3.0 kPa, Dell Desktop computer with Windows 10. The EKG Transducer and Leads includes the following: Digital single channel isolated EKG amplifier with 3x18� leads & needles, and EKG-02 transducer service kit, incl. 1 set of needles. The on-site installation and training includes on-site installation, training, and expenses for a full day with system installation, presentation, and hands-on training. The Premium Care warranty service includes the following: Yearly after first year�s standard warranty, flexiVent FX premium care annual coverage with warranty, software, validation, and optional half-day support visit, FX Premium Care Service Kit, FX Module 2 expiratory cartridge, Y-tubing kit for use with FX Module 2 & 3, Cannulae & covers (18g pack of 4), Intubation tubes (18g pack of 10), and EKG-02 transducer service kit incl. 1 set of needles.� Intended Recipient: SCIREQ Scientific Respiratory Equipment, Inc., 6600 Rue SAINT-URBAIN Bureau 300, Montr�al, QC, H2S 3GB, Canada Sole Source Justification: The USU AFRRI department requires a lung function measurement machine. This equipment will be utilized by researchers working on long-term lung injury research due to radiation, COVID-19, and pulmonary disorders. SCIREQ�s FV-FXCS flexiVent Complete System Solution can perform various perturbations/maneuvers which will be used to assess lung function in preclinical respiratory models. The flexiVent offers the following unique functionality: Unique distinction between central and peripheral mechanics, Forced oscillation technique (only commercially available system), Both static and dynamic mechanics measurements and recruitment maneuvers in a single system, Both resistance and compliance measurements and forced expiratory measurements in a single system, Real-time pressure and volume-controlled maneuvers, Pressure and volume-controlled breath-holds synchronized with pulsed image gating. This equipment (FlexiVent) will be used to study lung functions such as resistance of the airways, elasticity of the respiratory system, fibrosis as well as structural damage which is valuable data to evaluate the success of the countermeasure. There are no other known commercially available systems that are comparable to the flexiVent on the market.
