SPECIAL NOTICE NRMJ10002100781SRG The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder and Earth System Research Laboratory (ESRL), Global Monitoring Laboratory (GML) Office, intend to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), With Yankee Environmental Systems, Inc. out of Turner Falls, MA for the purchase of quantity of 5 (five) of each of the below three items: UVB-1_SYSTEM UVB-1 ULTRAVIOLET-B BROADBAND PYRANOMETER.� Spectral response 280-330 nm, complete with instrument-specific NIST-traceable spectral response tabulation and plot for UVB flux; thermally stabilized at 45�C, linear 0-4 VDC output. Detector uses a phosphor system responsive to UV-B. System includes 10-meter cable with mating connector installed, UV-CALC Software for the PC, calibration, cleaning kit, transport case, and user manual. and including S-4855 BOX, SHIPPING, UVB/A 14X14X18 200 LB TEST and UVB-1_ASSY� ASY INSTRUMENT UVB-1. Includes calibration certificate and spectral plot. The sole source determination is based on ESRL/GML's requirement that Yankee Environmental Systems, Inc. is the sole provider of this equipment. This particular product is required due to they are the only product which will fit into SURFAD�s infrastructure and has been utilized at SURFRAD network sites since 1995 and to change"" mid-stream"" would be detrimental to the SURFRAD Network mission. Delivery will be by December 31, 2021 or sooner. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
