- THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA FS International Institute of Tropical Forestry (IITF) intends to award, on a sole source basis, a Firm Fixed Price Purchase Order (PO) for a Total Organic Carbon Total Nitrogen (TOCTN) Analyzer.� This award to be made to the Shimadzu Scientific Instruments.� � This requirement is for IITF Chemical Laboratory in San Juan P.R. because of the instability of electrical supply following damages and computer failure to the Total Organic Analyzer suffered from Hurricane Mar�a. This instrument is necessary for the mission of the Institute. The requested instrument uses a novel technology patented 680�C Combustion Catalytic Oxidation/NDIR detection method makes the TOC-L analyzer the ideal solution for our experimental research applications. In addition, the temperature required for catalytic combustion is significantly lower than required for combustion without a catalyst, increasing combustion tube life and minimizing the effect of high salt content in samples. In addition, features automatic sample acidification and sparging, as well as an automatic dilution function that reduces sample salinity, acidity, and alkalinity. This significantly extends the use of catalysts and combustion tubes. It also saves in labor and time, material, and hazardous waste-disposal costs. The analyses performed by this equipment constitutes nearly 33% of all the work performed within the lab and we cannot afford to be without their service. � Basis for sole source is Shimadzu Scientific Instruments is the sole source equipment provider in Puerto Rico for all Shimadzu instruments, parts, training, technical support, field service support, and software. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under Simplified Acquisition Procedures, FAR 13.106-1(b)(1)(i). The anticipated award date is 1 Aug 2021. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instrument Manufacturing. ��However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above.� All inquiries on this action can be submitted in writing via e-mail to Chandria Fulghum, Contracting Specialist, Chandria.Fulghum@usda.gov and Keith Friot, Contracting Officer at Keith.D.Friot@usda.gov no later than 16 Jul 2021 at 5:00PM EST. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. All information shall be furnished at no cost or obligation to the Government.
