- Description
- The Geotechnical and Structures Laboratory (GSL) of the US Army Engineer Research and Development Center (ERDC) is engaged in an ongoing force protection research and development program to develop, test, and demonstrate innovative products that will significantly improve the survivability of military personnel. The U.S. Department of Homeland Security (DHS) has established sensing requirements for this research that can only be met by the Field Transmission Sound Measuring Kit (TS-STC Kit) developed by Transformational Security, LLC (TS), CAGE Code 34BL1.� This equipment will be used to gather experimental data on proposed unconventional countermeasures applied to a specific test structure in the VerVal and verification data on local field demonstrations in early FY22. �These unique systems are not typically used by the public.� Key components of these systems are proprietary and limited to sale to US Government entities only.� Furthermore, market research has determined that TS�s TS-STC kit and accessories is the only equipment available that will enable researchers to meet the project objectives. �As a result, the requirement equipment can only be provided by Transformational Security, LLC.� The intended procurement will be classified under North American Industry Classification System (NAICS) 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals , with a Small Business Size Standard of 750 employees. �The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 5:00 PM CST, 8 July 2021.
